According to the HRP 2022, a total of 324,000 people including around 100,000 children, need humanitarian WASH assistance. Increased displacement and return has put additional pressure on already weakened WASH infrastructure, leaving refugee, migrant and internally displaced children and families particularly vulnerable. WASH emergency response in Libya evolves around three strategic objectives (SOs) (a) Increased awareness on COVID-19 Infection Prevention and Control (IPC) measures; (b) Most vulnerable population groups affected by humanitarian crisis are provided with life-saving WASH assistance.; (c). WASH Sector partners capacity strengthened on water and sanitation responses in emergencies and pandemics.
The protracted conflict in Libya resulted in the severe decline of water and sanitation services and led to widening gaps between demand and supply of services over the last four years. The water systems of the three main water institutions (Man-Made River Project, Desalination Company and General Company of Water and Sanitation Systems (GCWW)) are left without essential operation and maintenance services and are also lacking a proper coordination and communication mechanisms.

Due to a growing need for Water, Sanitation and Hygiene (WASH), UNICEF activated the sector by establishing the WASH Working Group to coordinate WASH response for Libya. The coordination platforms include both the humanitarian WASH sector coordination under the leadership of UN Humanitarian country team and supported by OCHA and Joint Technical Coordination Committee (JTCC) under co-leadership of UNICEF and Ministry of Planning. UNICEF has recently established sub-national WASH coordination groups at West and South of the country to coordinate and improve humanitarian response at national and regional level. Additionally, UNICEF and WHO jointly leading Infection, Prevention and Control-IPC- WG to coordinate and respond to COVID pandemic. Dedicated national capacity will be required to ensure continuous and effective coordination to work with the counterpart of Ministry of Water and other governmental institutions to reach affected people with timely response.
On behalf of UNICEF, the Country Lead Agency (CLA) for the WASH Cluster/Sector, and in support of the Government, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the WASH Cluster.
The incumbent will also work closely with the Min of Water, affiliated institutions, and other governmental partners to strengthen coordination and communication channels to ensure effective coordination and response is in place.

How can you make a difference?
The post holder has joint responsibility with the CLA, resourcing partners, and all cluster participants at the national and sub-national level for the efficient management and functioning of the WASH Cluster encompassing the following:
– Respond to the Cluster participants’ needs for information.
– Establish and maintain information databases that consolidate, analyses, and report/disseminate information critical to decision making.
– Maintain monthly reporting from Cluster participants, including (4Ws and Activity Info databases).
– Work with UNICEF IOM officer and OCHA Information Management Specialist to develop appropriate support strategies.

– Adopt and promote the use of global standards for information management for inter-operability.
– Manage flows of information and dissemination in an appropriate way, including website management like https://www.humanitarianresponse.info/en
– To provide information management leadership in assessments and monitoring, including joint assessments and training.
– Lead on the preparation of SitRep inputs with emphasis on Cluster plans, targets and achievements.
– Engagement and lead in the development of HNO and HRP process.
– Involvement with other sectors and support on the leading JTCC and IPC WG meetings.
– Support on activation of sub-regional WASH meetings. Therefore, where there is both a national and a sub-national cluster, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels.
– Engage with governmental partners on leadership, capacity building, and related support to the UNICEF WASH program including AWP projects and the sector at the national and sub-national level.
– Contribute to the application of the (6+1) core cluster functions.
To qualify as an advocate for every child you will have…
- University Degree ( Bachelor) preferably at an advanced level in a WASH subject area such as Civil or Public Health or Water/Environmental sanitation Engineering. Formal training in cluster coordination or information management is an advantage.
- At least five years of progressively responsible humanitarian work experience with the UN and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the cluster. WASH Cluster experience is strongly preferred.
- Fluency in English and Arabic is required.
Competencies and Knowledge:
– Technically competent in the WASH sector and in the cluster approach.
– Familiar and knowledge of IASC principles and coordination core functions.
– Demonstrate personal and professional integrity in all interactions.
– Know how to present ideas effectively and clearly while listening to and acknowledging others’ perspectives and views.
– Have an understanding of humanitarian principles and how to apply these.
– Communicates works, and networks effectively.
– Builds and motivates the cluster coordination team at the sub-national level.
– Understanding and experience with Municipal Water and Sewage supply systems would be an advantage
– Knowledge of UN HPC, HNO and HRP processes is an advantage.
