Location: Tripoli with regular movements to West of Libya

Position: CPA officer

Type of contract: Employment Full term – 3 months contract renewab.

Strating date: 15th March – 2021

Monthly gross salary range: To be defined according to the candidate’s profile

GVC in Libya

Sectors of Intervention: 

GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs)
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection

Location: 

GVC has been working in Tripoli since 2018. The organization starting new programs in the West of Tripoli and the South of Libya

Job description

The National CPA Officer will supervise the implementation of the CPA in Libya. The National CPA Officer will be based in Tripoli and will follow up the CPA activities implemented in the West of Tripoli and potential other areas of intervention remotely. The National CPA Officer will be directly supervised by the National Coordinator based in Tripoli, but will respond to the Program Coordinator based in Tunis. 

Main tasks and responsibilities 

  1. Community Protection Approach
      • Ensure proper collection of quantitative and qualitative data through the CPA tools and processes.
      • Design and implement CPA activities in the field 
      • Conduct protection analysis and development of the PRPs, ensuring the quality of the outcomes. 
  • Provide the team members and management, data and outputs in a timely and qualitative response (community strategies, coping mechanisms, gaps, vulnerabilities).
  • Work jointly with the Research and Data Analyst to ensure proper implementation of field work and quality control of data collected 
  • Participate in regular meetings with Project team members to ensure proper coordination 
  • Support the Project Managers and Field Coordinators in liaising with external agencies for PRP implementation when required.
  • Proper application of the GVC complaint mechanism. 
  • Support external entities in activities that help in the development of the CPA methodology when needed. 
  • Ensure proper planning and follow up on monitoring activities as per methodology.
  1. HR management/Coordination
  • Assist with trainings and development of staff capacities whenever needed.
  • Ensure daily support to field teams and coordination for CPA implementation.
  1. Reporting 
  • Provide constant feedback to supervisors on progress, lessons learned, achievements and gaps in compliance with the CPA methodological framework.

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Computer literate – Basic MS Word, Excel, Power Point, and Project.
  • Arabic native speaker.
  • Proficient knowledge of spoken and written and English.
  • High Diploma or University degree.

Professional experience

  • Minimum 2 years of relevant work experience.

  • Adjust communication style and behavior in response to new or changing situation in professional way. 
  • Effectively cope with job stressors (inadequate resources, time pressures, work overload) in order to provide a high quality of service/tasks.
  • Take responsibility for his/her actions and quality of work without blaming others and seek for innovative solutions.
