Purpose of Activity/Assignment:

UNICEF is expanding its Baity centers program throughout Libya and seeks a national consultant to focus on program monitoring, data analysis and information management. The purpose of the consultancy is to ensure UNICEF’s timely response to challenges faced by Baity centers, to continuously monitor the quality of the Baity centers’ services and to collect relevant data and lead on knowledge management with the Baity partners, UNICEF and donors.

 

Scope of Work:

The tasks of the consultant are the following:

1) Provide inputs into UNICEF reporting and newsletter monthly

2) Conduct data analysis of Baity centers monthly

3) Support the preparation of donor visits

4) Develop Baity centers service mapping and liaise with UNICEF IM/IT for online version

5) With the aim of collecting data on needs of the populations served by Baity centers, develop a framework of data needs that can be used for donor proposal or advocacy. This data is in addition to the monitoring

6) In coordination with the UNICEF partnership specialist, develop a fundraising tool for Baity centers based on data collected.

7) In coordination with UNICEF disability and inclusion focal points at country office, regional and HQ level, conduct in-depth monitoring focusing on accessibility of the Baity centers

8) Conduct in-depth monitoring focusing on the relevance of Baity centers to girls and adolescents

9) Conduct an analysis of how recommendations from minimum services package mapping and other recommendations from technical missions and trainings are implemented in each Baity center

10) Collect best practices related to different aspects of the Baity centers program

11) Conduct a workshop to discuss the identified best practices

12) Draft recommendations for the next phase of Baity program

  

To qualify as an advocate for every child you will have…

  • Bachelor’s Degree in Social Science or any other relevant subject.
  • Minimum of 3 years of experience of working in a community school/education institution (preferably as a teacher or educator) or in child protection as project manager or technical expert
  • Three years of experience with managing and/or monitoring projects
  • Three years of experience in coordination in the humanitarian sector
  • Advanced writing skills
  • Ability to conduct basic data analysis within program monitoring

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
