The below specified qualifications represent the requirements to reach the maximum number of points. The assessment of qualifications will be based on the CV of the bidder.
– Education/training (2.1.1): University qualification minimum Bachelor’s degree in
pub- lic administration, law, public finance, political science or other relevant fields related to the assignment;
– Language (2.1.2): Excellent proficiency in Arabic and English, oral and written. German and French are an asset;
– General professional experience (2.1.3): At least 2-5 years of relevant practical expe- rience in similar assignments;
– Specific professional experience (2.1.4): At least 5 years of professional experience in working with/for the Libyan local governance system on municipal development and/or urban planning; experience in capacity development strategies and methodol- ogies for municipal and public sector. Knowledge of GIZ Capacity Works model is an asset; experience in management and coordination of support projects to municipali- ties is an added value.
– Regional experience (2.1.6): Very good knowledge of the Libyan local governance and municipal context; especially in the municipalities of Ajdabya and/or Brega;
– Development Cooperation Experience (2.1.7): Proven knowledge and experience in implementing trainings/workshops and providing consultancy services in the field of development cooperation;
– Other (2.1.8): Competencies in mediation, workshop facilitation, moderation and con- flict resolution; must be based in Libya in Ajdabya or Brega and must be able to work in the partner municipalities.
Soft skills of bidder:
In addition to their specialist qualifications, the following qualifications are required of the consultant:
– Team-oriented as well as ability to work independently; manage own work on the ground in a highly proactive way under remote management;
– Ability to function well in a multi-cultural environment, sociocultural competence;
– Excellent communication skills;
– Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office);
– Efficient, partner- and client-focused working methods; proven ability to build solid and trustworthy relationships with partners at all levels;
– Interdisciplinary thinking, problem-solving competencies.
3. Costing requirements

Working days Up to 182 Period of assignment from approx. July 5, 2021 – July 4, 2022
Per diems Up to 96 reduced per diems (40% of subsist- ence allowance) Up to two roundtrips per week to visit other partner municipality (leaving after breakfast and returning before dinner; therefore 40% of subsistence allowance will be paid as lump sum for lunch)
Travel costs Up to
Travel Costs Up to 8.000 kilometers by car/overland travel in Libya Up to two roundtrips per week to visit other partner municipality (approx. 80 kms per roundtrip = 160 kms per week = 640 kms per month X 12 months = 7.680 kms)
Notes:
– All working days/per diems/travel costs are indicated as ‘up to’ amounts;
– All travel shall be coordinated with the GIZ principal advisor (AV);
– Please use the attached template to draw up the financial offer;
– Overland travel costs by car will be reimbursed as a lump-sum of 0,15 EUR per km. A logbook must be submitted to bill these travel costs (see Annex);
– Daily fees must be claimed using the timesheet in Annex to these ToRs;
̵ In case of external factors which prevent the physical execution of the assignment in- cluding travel and classic field trip (“Force Majeure”, e.g. COVID-19 pandemic, security situation in Libya), the design of the assignment shall be adapted by the contractor to be conducted partly or wholly remote. This should be a measure of last resort and can only be decided in agreement with GIZ. All efforts should be made to deliver all advi- sory tasks on the ground. Also, in cases of Force Majeure, the maximum amount of Ex- pert Days might be reduced while in severe scenarios that make any effective imple- mentation impossible, the GIZ retains the right to withdraw from the contract;
– Paid sick-leave cannot be claimed as this position is contracted as a freelance consul- tancy position;
– Payments in line with the costing requirements laid out above will be done quarterly; spe- cific dates will be defined in the contract itself.
