In this context, the UNDP Libya is rapidly responding to the situation in Libya. To this end, the Country Office is strengthening its internal capacities through an enhanced recruitment approach and re alignment of its programmatic offer in a bid to respond to the needs and priorities of the country. It is envisaged that this support will provide timely, cost effective, integrated and dynamic solutions for the delivery of much needed services under a rapidly changing context in the country thus ensuring smooth business continuity and sustainable development.

Under the overall guidance of the Programme Finance Specialist (Head of MSU) and direct supervision of the Monitoring and Evaluation Specialist, the Monitoring and Evaluation Analyst (M&E Analyst) contributes to the effective implementation of the monitoring and evaluation policy, ensuring that, at the least, minimum monitoring and evaluation requirements for the Country Programme and projects are met, and participates in the monitoring of programmes and projects and conduct of thematic and crosscutting evaluations. Ensures alignment of new programmes/projects with the programme monitoring framework; facilitates the introduction of innovative monitoring and evaluation tools to enable data collection and analysis; maintains monitoring databases as relevant and performs regular data analysis; provides support to annual or programme-specific planning and reporting from the viewpoint of monitoring benchmarks and results.

The Monitoring and Evaluation Analyst supports programme, thematic and crosscutting evaluations as per the Country Office Monitoring and Evaluation Plan, in close interaction with the relevant sectors/programme teams; provides support to sectors and projects in conducting evaluation processes. S/he also ensures that evaluation lessons and recommendations are followed up, as well as used for programme design and contribute to implementation of United Nations Sustainable Development Cooperation Framework and UNDP Country Programme Document priorities and results.

The Monitoring and Evaluation Analyst will liaise closely with the Evaluation Resource Centre at Headquarters regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including regular upload of required information, documents and inputs into the system, as well as conduct of mandatory project evaluations and reporting.

The M&E Analyst works in close collaboration with the MSU, Programme and Operations Teams in the CO, UNDP staff in Regional Centers and Headquarters, and Government officials and other partners to ensure that thematic, programme and project monitoring activities and evaluations are carried out according to schedules and that findings and recommendations are implemented.

 

Duties and Responsibilities:

  • Implementation of results-based monitoring and evaluation policies and strategies
  • Support to results-based monitoring and evaluation processes
  • Facilitation of knowledge building and knowledge sharing

1- Ensures the implementation of monitoring and evaluation policies and strategies, focusing on achievement of the following results:

  • Analysis of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations.
  • Inputs to the monitoring and evaluation work plan, analysis and proposals on topics, and projects/programme to be evaluated.
  • Follows up on the updating of the Atlas Project Management Module
  • Promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the Country Office.
  • Inputs to and update of outreach/publicity material geared towards partners and donors.
  • Contributes to the UNSDCF/CPD annual reviews
  • Develops and implements monitoring tools for the SDGs

2- Supports effective management of results based monitoring and evaluation processes in the Country Office, focusing on achievement of the following results:

  • Drafting/revision of Terms of Reference (TOR) for specific project/thematic/sectoral monitoring and evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with assigned project/thematic/sectoral evaluations and/or desk reviews, consultants and/or members of the evaluation team. Provision of guidance at the design stage of programmes/projects.
  • Analysis and synthesis of proposals on areas evaluated, effectiveness and impact of UNDP programme
  • Drafting and reviewing management responses to the evaluations
  • Follow up on implementation of evaluation recommendations.
  • Undertakes quality assurance in the formulation of new programmes and projects Contributes to the data collection and evidence for the completion of Results Oriented Annual Reports and other corporate reports.
  • Coordinate and support COVID-19 Mini ROAR, Integrated Work Plans and Country Office Business Plans. Support the timeliness and quality of project and programme reporting with focus on data collection and evidence-based reporting against indicators.
  • Coordinate and ensure timely and quality reporting against UN Sustainable Development Cooperation Framework and UN Joint Programme results frameworks. Contributes to the establishment of statistics database

3- Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:

  • Identification and formulation of lessons learned from evaluations and studies to be integrated into broader EO knowledge management efforts
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Participation in results-oriented monitoring and evaluation training efforts in the Country Office.
  • Designing and carrying out training workshops for national counterparts.
  • Participates as appropriate in quality assurance oversight processes to contribute to the strategic positioning of the country office
  • Professional growth through active learning.
  • Contribute towards the development and implementation of the Country Office Communication Strategy and Action Plan

Required Skills and Experience

 

Education:

  • Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences.

Experience:

  • Minimum 2 years of relevant experience in international development issues and relevant experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters. `
  • Experience in the usage of computers and office software packages
  • experience in handling of web-based management systems.
  • Communications and writing skills.
  • Demonstrated experience in project management

Language Requirements:

  • Fluency in English and Arabic.
