Project Context and Scope

This study, commissioned by IOM Libya, seeks to examine the interaction between two drivers and disruptors of migration patterns: climate change and food insecurity. As a growing body of reporting has shown, Libya faces an array of climate change effects, both in the long-term and in the immediate term, with increasingly frequent extreme weather events such as floods and heatwaves.1 As scientific literature has also indicated, it is increasingly evident that the impacts of climate change are threatening livelihoods, undermining local resilience, and worsening socio-economic vulnerabilities.

Against this background, examining the linkages between climate change impacts, food insecurity, and migration patterns is a complex undertaking that necessitates an intersectional framework. Drawing upon the conceptual framework developed by Mixed Migration Center (MMC) to explore the idea of mobility in a context of climate change impact,3 the framework illustrates how “climate-related environmental stressors affect mobility outcomes”, and how they directly and indirectly impact the aspiration and capability to migrate. While recognizing that these elements of the framework are interconnected, it nevertheless provides a framing for considering the array of factors that impinge upon migration movements.

Within this conceptual framework, the study focuses on migratory movements into southern Libya by adopting a route-based approach.4 As such, the study seeks to build upon a body of existing studies that have previously examined how food insecurity affects migration patterns in Libya and expands on this body of work by incorporating considerations of climate change effects in the immediate-term and long-term affect migratory movements.

Category A Consultants: Tasks to be performed under this contract:
1. Carrying out a desk review of relevant literature, particularly on conceptual frameworks for understanding the effects of climate change in migration.
2. Examining climate change models and corresponding datasets, and carrying out additional modelling if required.
3. Supporting with the development of data collection tools.
4. Reviewing primary data that has been collected by DTM.
5. Reviewing secondary data and conducting climate change modelling.
6. Drafting, editing and finalizing a project report.
Performance indicators for the evaluation of results

1. Reviewing and synthesizing key scientific literature, recent UN and NGO reports, recent UN and NGO briefs, and any other sources to the study.
2. Publishing a literature review report.
3. Reviewing UKESM1-0-LL model, CMIP6 model, and any other relevant climate change models to advise on their (i) data they draw upon; (ii) their limitations; and (iii) their overall suitability to the Libyan context.
4. Publishing a climate assessment report.
5. Assisting with the development and review of quantitative surveys and key informant interview (KIIs) questionnaires.
6. Carrying out at least one review of the quantitative and qualitative primary data that is collected by DTM.
7. Providing at least one round of feedback on the draft project report.
8. Publishing the project report.

Qualifications

Education and Experience
  • Educational background in environmental sciences, climate change, disaster risk reduction, or a related discipline.
  • Demonstrated ability to utilize mixed (quantitative and qualitative) research methodologies.
  • Proven experience with survey design, data collection, data management, as well as proven experience in data analysis and triangulation.
  • Experience climate change modelling is desired.
  • Fluency in English (both written and spoken).
  • Excellent writing skills, and an ability to adapt to different audiences, particularly academic audiences.
  • Proven ability to prepare comprehensive reports.
  • Experience in generating useful and action-oriented recommendations for academics, policy-makers, and/or government officials.
  • Good inter-personal skills and cultural sensitivity.
  • knowledge of Libyan context is desirable.
Travel required
  • Travel to Tunis, Tunisia may be required.

Notes
  1. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.

  3. IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
