SCOPE OF WORK:
The IRC seeks to recruit a medical team professional who has strong experience managing health programs within a volatile conflict effected environment. The Medical Team Leader (MTL) is responsible for leading emergency medical response team and coordinating with other emergency response teams and agencies to ensure that the response is effective and efficient, they work in a variety of settings such as hospitals, clinics, healthcare organizations, government agencies, or non-profit organizations. He\She must be able to make quick decisions under pressure and communicate effectively with their team and other stakeholders.
Job Overview/Summary:
•The MTL will work with the team, and field focal point for the emergency response in Derna. S/he will report directly to the SMTL based in Eastern Libya.
Major Responsibilities:
•Ensure compliance with healthcare regulations, standards, and policies.
•Foster a culture of quality improvement and patient safety, implementing appropriate measures and protocols.
•Collaborate with healthcare professionals to implement health promotion and disease prevention initiatives.
•Maintain accurate and up-to-date records and documentation of healthcare activities, policies, and procedures.
•Stay informed about advancements and trends in healthcare management, regulations, and technologies.
•Ensure that the health team utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices.
•Ensure compliance with IRC policy and procedures throughout program implementation.
•Actively cultivate and maintain productive working relationships with key stakeholders in the east of Libya, such as government actors, UN agencies, international and local NGOs, and other pertinent actors.
•Provide supportive supervision for the medical team, including development and monitoring of the emergency work plans.
•Coordinate emergency response activities with government agencies and private partners.
•Develop emergency response plans and procedures to ensure preparedness.
•Respond immediately during an emergency and provide guidance to the team on actions to take.
•Manage and coordinate resources required for emergency response.
•Evaluate the outcome of emergency response and review existing emergency plans for weaknesses.
•Create after-action reports detailing the response to emergency events and suggest changes necessary to improve future response.
•Maintain accurate records and prepare timely reports on emergency response activities.
Staff management
The MTL will oversee and provide technical support to the mobile medical teams.

This position will be based in the IRC field office (Shahat) in Eastern of Libya with frequent visits to the field sites.
Qualifications
Job descriptions
•Bachelor’s degree in medicine and surgery (MD equivalent)
•Master’s degree is preferred for healthcare administration, public health, or a related field.
•Experience in emergency management, disaster response, or public health emergency preparedness, and emergency response frameworks, preferably in a leadership role.
•Knowledge of healthcare regulations, standards, and best practices.
•Experience in healthcare management or administration, preferably in a supervisory or leadership role.
•Strong understanding of healthcare operations, financial management, and quality improvement processes.
•Excellent organizational and time management skills to prioritize and manage multiple projects simultaneously.
•Effective communication and interpersonal skills to collaborate with diverse stakeholders and build relationships.
•Analytical and problem-solving abilities to identify issues, develop solutions, and make informed decisions.
•Proficient in using healthcare management software, electronic health records (HER, DHIS2), and other relevant technology.
•Knowledge of local healthcare policies, and healthcare delivery models.
•Ability to adapt to changing healthcare environments and embrace innovation and process improvement.
