Duty station: ( Ajdabiya).

Type of Contract: Service Contract.

Reporting to: Project Manager (Hierarchical) and Health Officer (Technical)

General context of the project

INTERSOS is an Italian humanitarian organization that aims to provide immediate response, protection and durable solutions to populations affected by humanitarian crises, assisting the most vulnerable groups.

In Libya INTERSOS is active since 2018, operating in 3 bases, across West, East and South. INTERSOS in Libya aims to alleviate suffering of the most vulnerable population groups in Libya, in particular with a focus on access to essential services and strengthen capacity of local authorities, local organizations and communities to prevent and mitigate the effects of the protracted crisis in Libya, developing a protection conducive environment and enhancing community resilience, with programs focused on Education, Protection, Health, WASH/public works and Livelihoods/Food Security.​

INTERSOS Mobile Clinic Team (MCT) in Ajdabiya will aim to address the primary healthcare needs of vulnerable populations by delivering essential healthcare services directly to communities. The MCT consists of a team of dedicated professionals, including one doctor (general practitioner) two nurses, and one social worker. They will operate from a single minivan equipped with necessary medical supplies, pharmaceuticals, and equipment. The team will travel to different locations within the city of Ajdabiya and its surrounding areas, targeting communities that lack access to healthcare services. These locations will be decided in consultation with the MoH and Health Monitoring Office. INTERSOS pharmacist will support with procurement and management of medical supplies and pharmaceuticals. The MCT will be supported by 4 community outreach volunteers who will support with health awareness and referrals to the mobile clinic team.

The MCT will provides a minimum package of primary healthcare services, and referrals for pecialized care when necessary. For persons with disabilities, referrals could be made for support for assistive devices such as eye-glasses, wheelchairs, etc, which INTERSOS would provide on a case by case basis.

The MCT will conduct regular health education sessions to promote awareness and knowledge among the community, through the community outreach volunteers.

Responsibilities/duties:

• • Clinical examination of all patients with signs of complicated pathologies or presenting complication or referrals from the nurse
  • Prescribe routine and basic treatments according the protocol used in respecting the drug dosage based on the weight of the patient
  • Follow-up of the severe and complicated cases
  • Adapt and change of medical treatment as required
  • Collect the number of new attendance based on the register
  • Coordinate referrals to referral health facilities or internally with the assistance of social workers when needed
  • Compile the daily and weekly data and share with health supervisor on weekly basis
  • Work in collaboration with the nurses and midwives to ensure quality medical care provision
  • Work as a member of the team, taking in consideration the non-medical problems encountered by the patients (feeding and caring problems, etc.)
  • Complete and properly fill the individual card with the medical information
  • Transmit clear instruction to the nurse on medical care and specific monitoring of the patient
  • Re-Screen children and pregnant and lactating women for SAM & MAM and refer complicated cases to health facilities
  • Submit monthly report to health supervisor
  • Assist the program team on gathering monthly reporting data from MCT
  • Participate in the mobilization campaigns and collect the report form the community outreach volunteers
  • Raise regularly supply request to INTERSOS relevant program and ensure securing of mobile team supplies including drugs
  • Work in collaboration with the mobile team members to achieve INTERSOS and MOH’s goal.s
  • Any additional duties as requested by the supervisor

  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

  Qualifications & Skills:

  • Bachelor’s degree in medicine and surgery is required.
  • 2+ years of relevant work experience at least.
  • Work experience in Health as Emergency Response projects is preferable.
  • Previous experience working for an international NGO.
  • Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions from senior managers in the field.
  • Ability and willingness to travel to project sites as needed.
  • Strong English and Arabic skills, written and spoken. Ability to write reports in English is required. Working knowledge of French will be consider an added value.
