Main Purpose |
Participate in defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population |
Accountabilities |
• Coordinate, assess and supervise the proper functioning of the medical activities (mobile clinics, OPD, etc), in collaboration with the project medical referent, according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data.
• Supervising and ensuring that medical activities and objectives under his/her responsibility are achieved, and reporting to the project medical referent any problem arising in the service. • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly for the medical team under his/her responsability and according to MSF procedures. • In coordination with the pharmacy and medical team, ensure an efficient pharmacy management with anticipated needs, and the appropriate and rational use of medical equipment, devices and consumables. • Preparing rational medical orders to implement medical activities under his/her responsibility and identifying and reporting to the line manager non-medical support needs (material, infrastructure, transport, etc.). • In close collaboration with the rest of the project’s management participate in the project’s annual planning and budgeting • Coordinating, monitoring and supervising the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …) and inform the project medical referent. Participate in shifts and replace a doctor if necessary. • Planning and supervising, in close coordination with the project medical referent, project coordinator and administrator manager, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required. • Participating in the monthly and weekly reports according to implemented procedures (SitReps, medical statistical reports, etc.), including timely submission of compiled data to the medical referent on a weekly basis |
MSF Section/Context Specific Accountabilities |
· If needed, perform medical consultations in the Mobile Clinic and OPD in Bani Walid and surrondings. Could be required to perform medical activities in Misrata.
· Implement and ensure good communication with the MSF Medical Activity Manager based in Misrata, keeping inform the project medical referent, in order to do an adequate follow-up of the patients and the activities, working in continous collaboration and communication. · Be the focal point for all referred patients to other facilities and their follow up and maintain contacts at referral hospitals to be available to be contacted in the event of emergency or acute developments with any referred patient. Be in communication with the MSF team based in Misrata and Tripoli in order to ensure the follow-up of patients referred to their structures. · Ensures that the data sheets (mobile clinics, Malnutrition, referrals, etc) are update after every activity with accurate information and send it to the project medical referent in the adequate timing. · Follow MSF guidelines and procedures in case of accidental exposure to blood and inform the medical referent as soon as possible. · Identify correctly and communicate with the protection team the people in need of their support. As well as with the Mental Health team. · Assist the Medical Referent with staff health issues if required. · Perform additional tasks as deemed necessary by the direct line manager, including covering gaps in the absence of project medical referent. · Identify knowledge and skill gaps among the medical team under his/her responsability and recommend on job trainings. · Regular visits to Misrata could be required to ensure a good communication and collaboration between the team based in Misrata and the team in Bani Walid. · Ensure an adequate and regular communication (weekly) with the project medical referent communicating the activities, performance of the team, difficulties, challenges, achievements, etc and be proactive proposing improvements. · Monitor and identify changes in the context, medical needs, and populations at risk, with a partiuclar focus on migrant needs. · Take part in exploratory mission/visit and prepare reports about these visits as may be requested by the medical referrent or project coordinator. |
Requirements | |
Education | Medical doctor diploma registered with Libyan Medical Board |
Experience | Essential 1 year clinical experience minimum
Desirable previous experience with MSF or other NGO in the field |
Languages | Essential English and Arabic, French is desirable |
Knowledge | Essential computer literacy (word, excel and internet) |
