Job Description

MAIN PURPOSE
. Participate in defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
ACCOUNTABILITIES
- Coordinating, assessing and supervising the proper functioning of the medical activities according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions
- Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the medical referent/medical coordinator any problem arising in the service
- Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, referrals discharge, transfers …) are carried out correctly and according to MSF \
- Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary.
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
- Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.
- Ensure regularly field visits (detention centers, communities, PHC, etc); identify gaps/problems and propose and discuss solutions with the medical referent/medical coordinator.
- Be the focal point for all referred patients and their follow up, and maintain contact at referral hospitals in the field and Medical Liaison Officer in Tripoli.
- Be available to be contacted in the event of emergency or acute developments with any patient.
- Ensures that the data sheets (mobile clinics, Malnutrition, referrals, etc) are update after every activity with accurate information and send it to the project medical referent/Medical coordinator in the adequate timing.
- Ensure an adequate and regular communication (weekly) with the project medical referent/Medical coordinator communicating the activities, performance of the team, difficulties, challenges, achievements, etc and be proactive proposing improvements.
- In absence of Medical Referent, ensure a regular communication with the project coordinator and organize the medical activities/team in the project.
- Participate regularly and proactively in the Medical meeting leading the discussion and encouraging the participation the team.
- Monitor and identify changes in the context, medical needs, and populations at risk, with a partiuclar focus on migrant needs.
- Ensures a good communication and sharing of the information about patients and context with Medical Referent/Medical Coordinator, NAM, Mental Health team and Protection team in order to have an holistic management of the patients.
- Take part in exploratory mission/visit and prepare reports about these visits as may be requested by the medical referrent or project coordinator.
- Ensure the his/her team are strictly applying the MSF guidelines and procedures to prevent accidental exposure to blood, and to inform the medical referent as soon as there is and accidental exposure.
- Pharmacy
- When delegated, assist the Medical Referent/Medical Coordinator with staff health issues
- Perform additional tasks as deemed necessary by the direct line manager, including covering gaps in the absence of MedRef.
- Identify knowledge and skill gaps among the medical doctors and recommend on job training.
QUALIFICATIONS AND SKILLS REQUIREMENTS:
Education:
Medical doctor diploma registered with Libyan Medical Board
Experience:
- Essential 1-year clinical experience minimum
- Desirable previous experience with MSF or other NGO in the field
- Essential 1- year experience in management of medical activities and medical staff
Languages :
Essential English and Arabic, French is desirable
Knowledge:
- Essential computer literacy (word, excel, Internet/social media)
- Knowledge of and interest in humanitarian issues
- Excellent understanding of MSF’s principles and values
- High level of knowledge of local culture and customs
