Action Against Hunger is a humanitarian association founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health and healthcare.
In Libya, AAH is mainly implementing projects in the fields of water, healthcare and livelihoods. In order to implement its current projects, AAH is looking for a MEAL Officer based in Tripoli with Travels to Sabha.
Job Description:
| Qualifications
Degree/Training |
· University degree or advanced training/courses in statistics, socioeconomic studies, international affairs, emergency management, or other related fields;
OR · Bachelor degree in computer sciences, information systems, general sciences or any other related fields. |
| Professional Experience | · At least 1 year experience in I/NGOs in Libya
· 2 years of relevant work experience in developing/implementing Information Management and/or Monitoring and Evaluation Systems for humanitarian work · 2 year experience in assessments and data collection for humanitarian work |
| General Skills | · Good communication and writing skills
· Adaptability, flexibility, resourcefulness · Able to adopt an organized and methodological approach · Sense of confidentiality · Excellent intercultural, interpersonal, organisational, prioritising, and communication skills |
| Specialized/technical Skills | · Excellent computer skills

Hierarchical line manager: MEAL Supervisor |
| Objective 1 : MEAL – Monitoring & Evaluation |
Responsible for the following activities:
- Get a good knowledge of the logical framework and indicators of the projects (outputs, outcomes and impact indicators)
- Plan data collection activities, conduct periodic monitoring visits and spot checks to project sites
- Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, coordinate with support departments)
- Look for suitable places to conduct the interview when there are specific needs to bear in mind (privacy, confidentiality of information, etc.)
- Use appropriate tools to collect relevant and reliable information
- Write M&E and impact reports and share with MEAL supervisor and Program manager
- Produce IM products, including maps, dashboards, and graphs on project data
| Objective 2 : MEAL: Data Management |
Responsible for the following activities:
- Deliver trainings to staff and daily workers on data collection and use of ODK and KOBO tools for assessments
- Support and follows up the insertion of project’s data into a database system
- Check the quality of the data inserted in the system with a focus on beneficiaries counting and potential double counting
- Participate in dataset cleaning
- Respect highest possible standard regarding the protection of beneficiary information throughout all tools and systems
- Support with the design of data collection tools using ODK/KOBO
| Objective 3 : Accountability |
Responsible for the following activities:
- Set-up and implement feedback and complaint mechanism for targeted beneficiaries and partners and analyse results
- Ensure the effective functioning of mechanism and that beneficiary complaints/feedback is adequately captured, analysed, addressed and responded to in a timely manner and utilized by the program team
- Support Project Manager in setting-up direct and transparent communication strategies with beneficiaries and communities in targeted areas
- Measure and report if beneficiaries are treated with respect, confidentiality and informed consent throughout all activities
| Objective 4 : Learning |
Responsible for the following activities:
- Produce material for project kick-off meetings to share points of attention with the management team
- Produce material for project closing meeting to share the assessed results of the project and lessons learned
- Conduct assessments in anticipation of proposal development
- Produce assessment reports to inform and support he preparation of new proposals
- Contribute to proactive dissemination and use of knowledge gained through AME activities among Project Managers, Technical Coordinators and Project Development Manager/Officers;
Reporting Requirements:
- Generate all required reports and data/data analysis of monitoring, PDMs, spot-checks.
- Prepare monthly report of the tasks completed by IM&MEAL at base level
- Matrices, tables, graphs
- Support in completing the monthly Activity Progress Reports (APRs) with Project Manager
- Any other report related to IM&MEAL
