Job Description

Cesvi has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in 2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different settings, included Gender-based Violence program since 2016.
The project “Protection and Life Saving Assistance to refugees and asylum seekers in Libya”, funded by UNHCR intends to promote a favorable Protection environment for refugees and asylum seekers in Tripoli. Project activities are provided within the Community Development Center. MEAL is an independent unit in Cesvi which collects, verifies, and analyzes data to report on project successes and challenges, and to identify ways to improve project design and implementation, as well as accountability to beneficiaries.

The Meal Officer will oversee the constant monitoring of the project, lead on project evaluations and population assessments, and manage data collection and analysis together with field protection, cash, and outreach teams.

Specific tasks and responsibilities:

• Collecting data and participating in interviews, focus group discussions and reviews
• Cleaning and analyzing project monitoring and evaluation data
• Drafting evaluation reports, including findings and making recommendations
• Monitor and evaluate overall progress on achievement of results.
• Provide input, information, and statistics for weekly, monthly and final report.
• Assist the project personnel with M&E tools and in supporting them in their use.
• Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
• Keep abreast of developments and understand the latest information on data protection, confidentiality and other legal issues that impact on the protection of vulnerable groups or individuals;
• Assist in any other duties relating to nature of the job as may be requested by the Supervisor for the best development of Cesvi activities
• Respect CESVI’s Standard Operating Procedures and Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment;

Job Requirements

1. Bachelor’s degree in international development or a related field; Master’s Degree a plus
2. Experience with MEAL is preferred
3. Experience in MS Office (Excel, Word, PowerPoint), data entry into online databases and forms, and working with various office equipment
4. Data analysis experience, both quantitative and qualitative
5. Fluent spoken and written English and Arabic
6. Good command of Microsoft Excel, Word and Outlook – Required
7. Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints
8. Ability to work effectively remotely as a team member and with minimal supervision
9. Strong communication skills and abilities to mobilize beneficiaries and local stakeholders.

Responsible to: S/he will report to the M&E Team Leader.
