OFFICIAL STATION (COUNTRY): Benghazi, Libya
ORGANIZATIONAL LOCATION/UNIT: Regional Office for the Eastern Mediterranean (EMRO) Office of the WHO Representative,
OBJECTIVES OF THE PROGRAMME: To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.
PURPOSE OF POSITION: To provide timely and efficient support in the implementation of all logistical activities, including custom clearance process, warehousing, importation and delivery of goods. Provide a variety of security and office related work for the Sub Office.
The incumbent will perform the following duties:
Duties and Responsibilities:
Warehouse:
- Coordinate the staffing and management of Warehouses
- Coordinate the distribution of medicines and medical equipment to governorates
- Coordinate the supply and distribution/delivery of international shipments. Monitor and assess quality, quantity and safety of the received goods; oversee clearance and proper storage of goods and initiate duty exemption requests.
- Coordination the logistics operations with NGOSs and other UN agencies
- Participates in technical survey missions and verification missions related to field operations
Security:
- Attends Security Cell Meetings and Security Briefings where reports and briefings must be appraised with senior management. Disseminate advisories, e mails and SMS to all staff in a timely manner.
- Be on call 24/7 to provide security and safety support to the FSO and WHO personnel and dependents, when required; assist field staff in their security clearance requests through UNDSS Libya; and appraise senior management in line with current SOPs.
- Coordinate and promptly report to the FSO on a 24-hour basis on security related incidents involving and affecting WHO staff, eligible family members, assets, contracted non-staff and consultants on mission.
- Provide comprehensive review of security situation on a daily basis through local media and other open media sources, inform the FSO on trends and or incidents with early warning value that could affect WHO personnel, assets, and operations.
- Supervise and assist in training (both general and specific – e.g. fire safety, first aid) of WHO security guards and drivers
- Ensure the establishment and maintenance of functioning Emergency Communications System (ECS)
- Monitor and supervise the radio communication mechanism and conduct routine radio checks with UNDSS, as appropriate;
- Provide Security Training in local language
QUALIFICATIONS REQUIRED:
EDUCATION AND SKILSS:
Essential: Completion of secondary education, supplemented by training in the field of security or supply/logistics. Valid driving license (B)
Desirable:
EXPERIENCE:
Essential: At least 5 years of relevant work experience in the field of supply/logistics and/or security.
Desirable: Previous experience with UN /International organisations.
LANGUAGES: Very good knowledge of English and the local language for speaking, reading, writing and drafting replies.
