Logistics Manager

What we are looking for:

highly qualified, resilient, and dynamic logistics professional to oversee all procurement and operational procedures according to NRC standards and to support the programme/project implementation. The position holder will ensure that NRC Libya is well positioned to respond to current and future needs and shall demonstrate strong engagement and leadership in all major logistics actions while ensuring capacity building of the logistics teams across the entire country.

What you will do:

  1. Ensure the timely delivery of logistics support services to all NRC-Libyaprojects
  2. Support and develop relevant logistics training including coaching of newly recruited senior Logistics staff in all Area Offices (AO).
  3. Responsible for overseeing all high value procurements and establishing procedures to monitor medium value procurements at Area Office level.
  4. Ensure all Area Offices are compliant with internal and donor Logistics tools and procedures, completing regular spot checks and feedback to Area staff and management.
  5. Ensure close and regular communication, coordination and planning with all logistics and program managers in all NRC-Libya.
  6. Setup key performance measures for all aspects of Logistics activities and regularly review them against actual performance.
  7. Ensure that procurement, transport, fleet, warehouse and asset management and other Logistical processes take place in compliance with the NRC Logistics Handbook and donor requirements.
  8. Provide an enabling environment for the implementation of cash-based interventions, through working across programme and support teams and the development of relevant guidance and Standard Operating Procedures (SOPs).
  9. Contribute to the identification of opportunities to implement cash-based interventions and market-based programmes by participating in assessments and response analysis discussions.

What you will bring:

  • Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts. Knowledge of the context in the Middle East is highly preferable.
  • Experience of data collection, analysis and report writing
  • Knowledge of market analysis tools and approaches
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal (working language of office). Good knowledge of Arabic Language is an advantage.

What we offer:

  • Duty station: Tunis, Tunisia
  • Contract: 12 months (Fixed-terms 12 months with possible extension depending on funding availability)
  • Travel: 40% (International travel to Area Offices in Libya)
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions

This continues to affect the ability of vulnerable populations to meet basic needs and access entitlements, rights and services. Amongst the most vulnerable groups in Libya are migrants, refugees, and asylum seekers, an estimated at 649,000 individuals. Furthermore, phasing out of the HRP and reduction of humanitarian assistance will further hinder the ability of the most vulnerable to receive humanitarian assistance or access basic services.
