Title: Logistics and Security Assistant
Grade: GS6 (UNOPs Contract)
Duty Station: Benghazi, Libya
Objectives of the programme: To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams
Purpose of the position: Under the overall supervision of the Logistics officer and direct supervision of Hub coordinator the Logistics and Security Assistant supports the health emergency response coordination in Libya in close coordination with team assistants and procurement officer.
Summary of assigned duties:
Support health emergency logistics, achieving results such as:
- Prepare and complete supply release orders for delivery or pickup according to schedule.
- Receive and process warehouse stock reports for the review of logistics officer and circulation.
- Perform inventory controls and keep quality standards high
- Collect and send invoices to appropriate department
- Keep a clean and safe working environment and optimize space utilization
- Assist colleagues as required in organizing meetings and training workshops
- Follow quality service standards and comply with the organization’s procedures, rules and regulations
- Support the teas assistants in travel arrangements, booking flights, hotels, etc.
Support the supply chain management and warehousing, achieving results such as:
- Maintain receiving, warehousing, and distribution operations by initiating, coordinating, and enforcing program, operational, and personnel policies and procedures.
- Comply with warehousing, material handling, and shipping requirements of the organization by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
- Safeguard warehouse operations and contents by establishing and monitoring security procedures and protocols.
- Control inventory levels by conducting physical counts; reconciling with data storage system.
- Maintain physical condition of warehouse by planning and implementing new design layouts; inspecting equipment; issuing work orders for repair and requisitions for replacement.
- Complete warehouse operational requirements by scheduling and assigning employees; following up on work results.
- Contributes to team effort by accomplishing related results as needed.
Support the security related activities, achieving results such as:
- Prepare, maintain and update WHO contingency plans, fire plan, building evacuation plans in line with security policies.
- Attends Security Cell Meetings and Security Briefings where reports and briefings must be appraised with senior management. Disseminate advisories, e mails and SMS to all staff in a timely manner.
- Be on call 24/7 to provide security and safety support to the FSO and WHO personnel and dependents, when required; assist field staff in their security clearance requests through UNDSS Libya; and appraise senior management in line with current SOPs.
- Coordinate and promptly report to the FSO on a 24-hour basis on security related incidents involving and affecting WHO staff, eligible family members, assets, contracted non-staff and consultants on mission.
- Provide comprehensive review of countrywide security situation on a daily basis through local media and other open media sources, inform the FSO on trends and or incidents with early warning value that could affect WHO personnel, assets, and operations.
- Organize training courses on security awareness and preparedness for WHO staff, delivery of security briefings, conduct drill and exercises on Contingency plans for WHO staff. Provide security orientation for new staff members and consultants arriving in country.
- Monitor and maintain the warden system for both national and international staff. Conduct drill and exercises on a regular basis emphasizing on the roles and responsibilities of the wardens.
- Conduct periodic checks to ensure that WHO staff are in in compliance with the United Nations Security Management System policies, procedures and other security protocols.
- Monitor and supervise the radio communication mechanism and conduct routine radio checks with UNDSS, as appropriate;
- Develop and implement radio communication training for security guards, drivers, and other WHO staff (including consultants and visitors) as required
- Provide Security Training in local language
- Serve as a backup driver for missions as at when required.
Educational qualifications:
Essential: Completion of secondary education, supplemented by training in the field of security and/or supply/logistics. Valid driving license.
Desirable: University degree in business administration, logistics management or related field is an asset.
Work experience:
At least 7 years progressive experience in the field of supply/logistics and/or security.
– Ability to operate PC and good knowledge of Microsoft applications.
- Good drafting skills.
- Ability to adapt deal with people of diverse educational and cultural backgrounds.
Functional skills: Excellent knowledge of the Health Promotion process and approaches and/or communication practices; knowledge of national government operations in the area
Language: Fluency in oral and written Arabic and English languages is required.
