Context of the position and key challenges
The Livelihood Project officer will be based in Benghazi. Their main responsibility will be to implement Acted’s livelihood program, which aims to improve the economic well-being and livelihoods of individuals and communities in Sousse, Al Bayda, and Derna. This will involve designing and implementing strategies to support micro, small, and medium-sized enterprises (MSMEs), facilitating access to finance and market opportunities, and creating an enabling business environment. The Livelihood Project officer will work closely with local partners and stakeholders to ensure the program’s effectiveness and alignment with local priorities and needs.
The Livelihood Project officer will also play a crucial role in monitoring and evaluating the program’s progress and impact. They will collect and analyze data, track key performance indicators, and prepare comprehensive reports to assess the effectiveness and efficiency of the interventions. This will contribute to evidence-based decision-making and continuous improvement of the livelihood program. Additionally, the Livelihood Project officer will actively engage with local communities, government authorities, and other stakeholders to foster strong partnerships, conduct regular consultations, and promote participatory approaches. This will ensure community ownership and sustainability of the program, leading to long-term positive impacts, economic empowerment, poverty reduction, and sustainable development in Sousse, Al Bayda, and Derna.
In summary, as the Livelihood Project officer in Benghazi. the individual will have a vital role in implementing Acted’s livelihood program and improving the economic opportunities and livelihoods of individuals and communities in Sousse, Al Bayda, and Derna. Their responsibilities will include designing and implementing strategies, monitoring and evaluating the program’s progress, and actively engaging with local stakeholders. By doing so, they will contribute to creating a positive and sustainable impact in Sousse, Al Bayda, and Derna, fostering economic empowerment and poverty reduction in these challenging contexts.
Key roles and responsibilities
A. Project Support:
i. Assist the Project Manager/Program Coordinator in overall project implementation, including planning, coordination, and monitoring of activities.
ii. Support the development and maintenance of project work plans, schedules, and budgets.
iii. Help in organizing project meetings, workshops, and events, including logistical arrangements.
iv. Prepare and distribute project-related documents, reports, and correspondence as required.
v. Assist in the procurement process related to sub-granting activities, including preparation of bidding documents and evaluation of suppliers and contractors.
vi. Lead project activities as per the instruction of Project Manager.
vii. Coordination with community and relevant department in-terms of beneficiary’s identification and their needs.
viii. Responsible of the beneficiary’s identification and data collection.
ix. Maintains the BNF’s database by updating it on regular basis.
x. Identifies and anticipates problems or constraints, reports, and any technical issue to the Project Manager.
xi. Monitor the daily activities and provide technical advice as required.
xii. Able to have visits Perform any other tasks assigned by line manager.
B. Reporting and Communication:
i. Maintain accurate records of sub-grant agreements, budgets, and reports.
ii. Assist in the preparation of project-related documents, reports, and correspondence.
iii. Contribute to the documentation of project experiences, lessons learned, and best practices related to sub-granting activities for dissemination and future reference.
iv. Report on a weekly basis the progress, issues and risks of the project.
v. Weekly updates to the base staff on project progress and plans through active participation in weekly base meetings.
vi. Open and respectful communication to all ACTED staff and other stakeholders
C. Training & Events Oversight:
i. Coordinate the planning, implementation, and evaluation of training activities as outlined in the project work plan.
ii. Collaborate with project partners, trainers, and subject matter experts to ensure the delivery of high-quality training programs.
iii. Monitor the training progress, including participant attendance, feedback, and assessment results.
iv. Collect and analyse training data to measure the effectiveness and impact of the training initiatives.
v. Identify any challenges or issues related to training and propose appropriate solutions.
vi. Ensure that training materials and resources are developed and organized efficiently.
vii. Facilitate knowledge sharing and learning among training participants and project stakeholders.
D. Stakeholder Engagement:
i. Identify key stakeholders, including local communities, government entities, and civil society organizations.
ii. Develop and implement a stakeholder engagement strategy to foster collaboration, partnerships, and active participation in project activities.
iii. Conduct regular consultations and meetings with stakeholders to gather feedback, address concerns, and ensure their involvement in decision-making processes.
iv. Collaborate with partner organizations to leverage their networks and engage a diverse range of stakeholders.
v. Facilitate workshops, seminars, and events to promote dialogue, knowledge exchange, and collaboration among stakeholders.
E. Other:
i. Support Grants Officers with grants management and grants life cycle.
ii. Asses in collection of grants documentation.
iii. Support the implementation of all project activities by the subgrantees, by troubleshooting with the subgrantee on logistics issues and referring technical queries to the Project Manager and Grants Supervisor
iv. Ensure subgrantee adherence to Acted procedures and Acted technical guidance.
Required qualifications and technical expertise
i. A bachelor’s degree or equivalent in Social Sciences, Business Administration, or a related field.
ii. At least three years of relevant work experience in Project Management, preferably in the livelihoods sector.
iii. Knowledge and experience in using and maintaining databases and records, Microsoft Office, and other software packages.
iv. Knowledge and experience in delivering training, mentoring, coaching, networking, and grants to MSMEs. on various topics.
v. Knowledge and experience in organizing networking events and facilitating interactions and partnerships among MSMEs and other stakeholders in the sector.
vi. Excellent communication skills in Arabic and English (written and spoken).
vii. Ability to work independently and as part of a team.
viii. Ability to work under pressure and meet deadlines.
ix. Ability to handle confidential information with discretion.
