The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU’s comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.

EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through supporting relevant Libyan counterparts in border management and fight against border crime and terrorism.

EUBAM Libya Headquarters is currently located in Tripoli, having a sub-office in Tunis, and is progressively increasing its presence in the host country. In this perspective, EUBAM Libya is looking for Local National Staff to support its operations in Tripoli.

The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.

General Requirements & Eligibility

  • Applicants must be Libyan citizens.
  • Applicants must enjoy their full civil rights and not have any criminal record (A Certificate of Non-Conviction will be required before any employment offer).
  • Applicants must be in good physical and mental health (A Medical Certificate will be required before any employment offer).

1.Reporting Line:

The Logistics Officer reports to the Head of Mission Support, or designated alternate, and works under the functional supervision of the international Logistics Officer.

  1. Main Tasks and Responsibilities
  • To manage the full range of freight forwarding services, as movement scheduling, customs brokerage, monitor and control services, cost optimization, etc.
  • To coordinate and oversee the movement, storage, and distribution of goods, materials, and equipment, etc.
  • To organise and manage the accommodation of international staff at Mission premises, ensuring that all related issues (e.g. bookings, cleaning, equipment failures, repairs needed, etc.) are followed-up and addressed with the relevant managers.
  • To maintain the database of expendable and non-expendable items, including the update of the inventory of assets in our Enterprise Resource Planning system
  • To provide technical assistance in the operation and the maintenance of the fleet of vehicles and other transport equipment.
  • To ensure compliance with relevant regulations, policies, and procedures related to logistics activities.
  • To conduct market surveys for the purchase of supplies or provision of local services and to assist in local purchases of all kind of logistical items.
  • To liaise with suppliers, vendors, and transportation companies to ensure timely delivery of goods and services.
  1. General Tasks and Responsibilities 
  • To identify and report on lessons learned and best practices within the respective area of responsibility;
  • To contribute and ensure timely reporting on activities within the respective area of responsibility;
  • To take account of gender equality and human rights aspects in the execution of tasks;
  • To undertake any other related tasks as requested by the Line Manager(s).
  1. Essential Qualifications and Experience 
  • A level of education which corresponds to completed University studies attested by a diploma when the normal period of University education is at least three years in a field relevant to this post such as Business Administration, Logistics, Mechanics, Engineering, or other relevant fields;
  • A minimum of four (4) years of relevant professional experience, in the field of Logistics, Transport, Supply Chain, Administration, or any other related fields, after having fulfilled the education requirements.
  • Driving license.
  1. Essential Knowledge, Skills and Abilities 
  • Native Arabic speaker.
  • Proficiency in oral and written English.
  • Good computer literacy (web, Microsoft Office) including Data Base Management.
  • A deep understanding of logistics principles, including supply chain management, transportation, warehousing, inventory management, and distribution, including familiarity with relevant regulations and industry best practices.
  1. Desirable Qualifications and Experience 
  • Additional studies/certified professional training in Logistics, Asset Management, Transport, Mechanics, or related areas.
  • Certified Supply Chain Professional (CSCP) or Certified Professional in Supply Management (CPSM).
  • Experience in shipping, freight forwarding and/or general transport.
  • Working experience in a multi-national and international environment or organisations.  
  1. Desirable Knowledge, Skills and Abilities 
  • Knowledge of procedures of Libyan Customs for import and export of goods.
  • Ability to work with minimum supervision, complete assigned tasks within strict deadlines and consistently maintain quality and accuracy in performance of duties.
  • Given the dynamic nature of logistics operations, adaptability and the ability to work well under pressure are important traits for a Logistics Officer
  • Punctuality; commitment to quality, ability to perform under stress; attention to detail; solid work ethics; willingness to work flexible working hours; responsibility and confidentiality.
  • Ability to maintain a clean, safe and hazard free working environment and the highest standards of personal appearance at all times.
