BACKGROUND
The Libya “Taqarib” project (previously known as the Local Governance and Civil Society Project) is a six-year initiative. It strengthens the foundation of a more unified Libyan state by empowering local governments, reinforcing community bonds, and improving people’s standard of living. Taqarib helps citizens engage in public dialogue, prioritize public resource allocations, and understand the roles and responsibilities of local government. The project links enhancements to service delivery at the municipal level with national efforts to improve the execution of decentralization policy, and with efforts to undertake evidence-based reform.
OBJECTIVES (SCOPE)
The legal offices in Libyan municipalities play an important role in supporting service delivery, where they are responsible for providing legal advice among other tasks to the Municipal council to ensure the stability of the work of the Municipal Council and guarantee all the actions that have been taken are comply the current regulations.
Taqarib project aims to support the legal offices of 15 partner municipalities plus the Ministry of Local Government legal department, to provide them with the technical tools that can be used to improve the quality of the work of the legal offices and meet the requirements of their job description as it’s mentioned in Unified organizational structure.
The training will be for 5 days focusing on the Legal drafting mechanisms, which include but are not limited (to drafting the Municipal Council Decisions, drifting the legal opinion, and advising, drafting the letters and announcements, and drafting minutes of meetings) the training must include practical sessions for each topic where the participants can apply the learned skills and provide the opportunity for the participants to get engaged with each other and exchange knowledge.
Also, the training should cover the role of the legal office based on the current regulations with a special focus, on the cases and procedures that require the legal office to be part of.
TASKS (PERFORMANCE REQUIREMENTS)
- Pre-training assessment of the level of the targeted participants to identify the level of the training.
- Identify the topics that will be covered during the training, and it should all be under Legal drafting mechanisms
- Draft and submit training plans along with the timelines (training should run for a period of – 5 working days if needed, 6 hours per day.
- Draft detailed agendas for the entire training.
- Develop training material for each subject in the form of PDF.
- Develop training presentations for each of the training topics including all practical activities.
- Prepare a training pre-post test covering of all subjects included in the training.
- Conduct training in the targeted location.
- Draft and submit training summary reports with attendance sheets, photos and Pre and Post analysis for each training conducted.
Technical Requirements and Qualification:
- STTA must have a deep knowledge of the work of the municipalities and the challenges that are facing them.
- STTA must have a good knowledge of the Legislation regulating the work of municipal councils for example but not limited ( law 59, Executive Regulation 130, Unified organizational structure, etc. )
- STTA must have a very good skills in Legal drafting mechanisms.
- STTA must have a good knowledge of the Legal administrative procedures, that should be implemented by the legal office
- STTA must provide a technical proposal with a deep understanding of legal office work to be able to effectively target them with the training methods, training material, and training activities.
- STTA must demonstrate expertise and capacity to provide services requested in the scope of work including demonstrated experience of managing similar trainings in Libya. The STTA must provide his/her previous experience in conducting similar training on the targeted topics and should exhibit experience in training methods, training management, and training content development.
- STTA must submit an implementation plan and timeline that shows that he/she understands the activities to be undertaken and the order in which they should be undertaken.
