In this context, the UNDP Libya is rapidly responding to the situation in Libya. To this end, the Country Office is strengthening its internal capacities through an enhanced recruitment approach and re alignment of its programmatic offer in a bid to respond to the needs and priorities of the country. It is envisaged that this support will provide timely, cost effective, integrated and dynamic solutions for the delivery of much needed services under a rapidly changing context in the country thus ensuring smooth business continuity and sustainable development.

Under the guidance and supervision UN Compound Manager, the LAN Associate provides daily technical support for users in the UN compound of the Local Area Network (LAN), information management tools and technology infrastructure.  The LAN Associate should be competent in the technical aspects of LAN systems (daily support, training, implementation) in order to ensure 100% availability of the technology environment.  System support includes both corporate and user area specific technology environments.  The LAN Associate is responsible for the review and advice on the use of new technologies that will enhance the assigned units’ productivity.

The LAN Associate works in close collaboration with the Programme and Operations Teams and UN Agencies in order to have a fully functioning and efficient LAN.

Duties and Responsibilities:
Key Duties and Accountabilities:
  1. Effective functioning of the LAN and use of management tools
  2. Effective desktop and LAN support
  3. Efficient Network administration
  4. Provision of administrative support to LAN users
  5. Facilitation of knowledge building and knowledge sharing

1- Ensures effective functioning of the LAN and use of management tools focusing on achievement of the following results:

  • Compliance with corporate LAN management and technology standards, guidelines and   procedures for the CO technology environment.
  • Provision of inputs and information to the elaboration of strategic plans for the Information Technology area in general and the LAN in particular

2- Provides effective desktop and LAN support and administration focusing on the achievement of the following results:

  • Set up and maintenance of the LAN in the CO
  • Installation and configuration of new equipment and systems and corrective actions in case of failure.
  • Maintenance of servers and all LAN equipment, periodically updating software and configurations as well as the copies of the systems and data bases.
  • Full operation of network utility procedures defining network users and security attributes establishing directories, menus, and drive-mappings, configuring network printers and providing user access.

3- Ensures efficient networks administration, focusing on achievement of the following results:

  • Troubleshooting and monitoring of network problems:  file server traffic, usage and performance, network security access and space usage. Follow up with staff for corrective measures.
  • Response to user needs and questions regarding network access; assistance to staff in the use of network resources.
  • Installation of corporate, commercial, and in-house developed software packages and related upgrades.
  •   Technical support to the CO staff in the operation of new corporate and commercial software introduced.
  • Implementation of backup and restoration procedures for local drives.
  • Maintenance of backup logs. Organization of off-site storage of backups.
  • Virus detection, removal and prevention for all systems in the CO.  Updated virus detection and removal software.

4- Provision of administrative support to LAN users 

  • Assistance in data access, file transfers and conversions.
  • Maintenance of a log of reported problems and corrective measures taken□ “Capitalization” of appropriate items in accordance with UNDP’s policies governing asset classes, estimated useful lives and elements of cost; and the relevant BSB “CAP” and “NONCAP” profiles.
  • Utilization of the ATLAS Management Module, in line with the CAP and NONCAP profiles, to capitalize management assets in the UNDP balance sheet to trigger depreciation; and to “expense” item, in accordance with UNDP’s policies and procedures and in compliance with IPSAS.
  • Identification of problem areas in the inventory system, input and conversion of data entered into the system and maintenance of the system and corrective actions taken to ensure reliability of information retrieved from the system.

5- Facilitation of knowledge building and knowledge sharing

  • Support to the management on physical assets disposal.
  • Review of assets and recommendation of physical assets for disposal.
  • Documentation preparation for submission to CAP;
  • follow up on request and liaise with requesting unit and maintenance for disposal action and entry in Atlas of all the requisite details for recording disposals.
  • Oversight of disposal of items and accuracy of inventory data.
  • Assist in the reconstruction of annual physical inventory verification exercise to ensure accuracy of records and location of property.
  • Ensure that managers sign off on the physical count and correctness of the inventory system database.
  • Preparation, certification, and timely submission of inventory reports
  • Troubleshooting and monitoring of websites for UNDP and other UN agencies upon request and preparation of bills for cost recovery for the service provided

Cross-Functional & Technical competencies

1- IT Security Management: Knowledge of Cyber Security technologies, processes, techniques and tools. Apply practical innovations to solve cybersecurity problems. Capability to keep UNDP systems and data safe. Knowledge of ISO 27001 principles. CSSIP, CSIM, CISA or equivalent certification desirable.

2- Data management Analytic: Knowledge in data management, data sciences, ability to structure data, develop dashboard and visualization. Design data warehouses, data lakes or data platforms concepts. Familiarity with Machine leaning, natural language processing or generation and the use of artificial intelligence to support predictive analytics. CDMP or TOGAF9 or equivalent certification desirable.

3- Application Management: Ability to set-up, develop, support, and maintain applications. Expertise in Oracle Cloud, ServiceNow, SalesForce.com and Microsoft technology and assets.

4- IT Quality Management: Ability to manage quality of IT services. ISO 9001, 20000. Certification in ITIL desirable.

5- Customer Satisfaction/Client Management :

  • Ability to respond timely and appropriately with a sense of urgency, provide consistent solutions, and deliver timely and quality results and/or solutions to fulfil and understand the real customers’ needs.
  • Provide inputs to the development of customer service strategy.

Required Skills and Experience
Education:
  • Secondary education and technical training in computer, systems analysis or related sciences is required.
  • Certification or a University diploma in Computer Science will be given due consideration.
  • Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) required.
  • If certification is not available at the time of recruitment, it should be obtained within 6 months.
Experience:

6 years’ (Secondary education) or 3 years (Bachelors degree) of experience in the area of information technology and network administration with increasing level of responsibility.

  • Knowledge of Windows-based packages/applications.
  • Experience of desktop operating systems (Windows) and associated hardware and software (MS office, MS project, Visio) necessary to install and support users is preferable
  • Experience in providing daily technical support to users of information management tools and technology infrastructure.
  • Experience with UN system and international organization is an advantage
