Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Database/IT Officer in coordination with the Programme Manager IBM, the ITC Programme assistant will be responsible for assessments, deployment, installation, maintenance of MIDAS System in coordination with relevant government partners as well as relevant units within IOM; the successful candidate will also be accountable and responsible for coordination and implementation of project activities as well as monitoring and reporting on MIDAS.
Core Functions / Responsibilities:
1. Technical support required before deployment of border information systems.
2. Support the timely development of ITC project site implementation plan, initiate inception meetings with key stakeholders to understand procurement needs, training needs, installation, maintenance and troubleshooting requirements.
3. In coordination with IT Unit of relevant Governmental authorities, provide technical support in the management and maintenance of ITC services at the department in relation to MIDAS equipment and respective peripherals;
4. Ensure ITC helpdesk queries regarding MIDAS and support services are logged in and appropriately responded to via email, telephone call or in person visits;
5. Technical support to the relevant Governmental authorities in installation, operation and administration of security aspects for various MIDAS peripherals and network components, including their protection against viruses for database management systems and clear disaster recovery services in place.
6. In coordination with relevant Governmental authorities, support in the management and maintenance of communication systems and equipment including, VPN tunnels, VSAT, VOIP and Internet access, HF/VHF Radios, CCTV and all other communication related peripherals;
7. Ensure MIDAS database integrity through establishing security systems: antivirus, backup routines, access controls, firewall and physical security in coordination with the department of immigration.
8. Contribute with technical inputs to project development in the field of Identity Management in coordination with the IBM Programme Manager & IT Officer and with the Programme Development Unit by identifying needs, formulating feasible activities and budgeting, taking into consideration the needs of the Government of Libya.
9. In coordination with MIDAS Headquarters team, continuously coordinate on MIDAS version updates, trainings and troubleshooting.
10. Perform such other related duties as may be assigned inclusive of duty travels.
Required Qualifications and Experience
Education
• Bachelor’s Degree in Computer Science, Telecommunications Engineer or Information Technology, or related academic background, combined with at least three years of relevant working experience; or,
• Holder of a Secondary School Diploma, with at least 5 years of relevant working experience;
• A holder of relevant certification especially A+, N+, MCSE and CCNA will be an advantage
Experience
• Minimum three years of professional experience in managing computer networks, database design and development;
• Ability to develop and maintain databases using MS Access, Visual Studio or SQL 2005 will be a definite advantage;
• Extensive knowledge on the use of messaging systems i.e. MS Exchange and hands-on support for MS Office products;
• Knowledge of database design and development using either Microsoft SQL server or MS Access;
• High level of computer literacy.
• Strong command of computer applications: Outlook, Microsoft Office (Word, Excel and Power Point) and Internet
• Previous experience in administrative and project management support or similar roles.
• Experience in and/or knowledge of migration and border management, with a specialization on Information Management Systems/Databases;
• Effective communication and liaisons with Government and project counterparts;
• Ability to draft technical reports clearly and concisely;
• Management of procurement and finance processes;
• Ability to coordinate administrative activities;
• Excellent verbal and written communication skills;
• Strong strategic, organizational and time management skills;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality;
• Team work oriented but with a capacity to work independently;
Languages
• Thorough knowledge of English.
• Working knowledge of French and Spanish is an advantage
