The International Commission on Missing Persons (ICMP) is a treaty-based international organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating and identifying missing persons. Libya Program

ICMP is implementing a multi-year project in Libya to assist efforts to account for persons missing in Libya as a result of armed conflict and violations of human rights. Under this project, ICMP will work with government authorities and other institutions, civil society organizations and families of the missing, to facilitate the use of advanced forensic techniques, to build a foundation for rule-of-law institutions that successfully and impartially investigate missing persons cases, and to enable families and other civil society actors to engage in the process.

The successful candidate will respond to and support the Program Manager in the day-to-day implementation of the ICMP Libya program, ensuring that it is carried out in line with ICMP strategy. This includes serving as point of contact for ICMP, liaising and maintaining relationships with relevant stakeholders, including but not limited to prosecutors’ offices, specialized institutions, government ministries and other institutions, and any other relevant stakeholders working on the issue of missing persons in Libya. The Senior Program Coordinator will also be responsible for the effective and efficient planning and coordination of ICMP activities in Libya. They will assist the Program Manager in the administration of the Program through supervising activities related to Communications, Security, IT and Documentation.

In the absence of the HoP, the Senior Program Coordinator will act as Officer in Charge (OIC).

Under the overall guidance and supervision of the Global IT Manager, and in close consultation with the Head of Program, the IT Coordinator duties and responsibilities will include, but will not necessarily be limited to, the following:

Provide ICT subject matter (approved software, hardware and services) related support to Program-based staff and across the organization, both on premise and through remote support tools
Administration of Program focused scope of users, computers and services in line with global organizational ICT policies and strategy
Installation, deployment, maintenance and administration of Program-based ICT
infrastructure and services in line with global organizational ICT policies and strategy
Installation, deployment and maintenance of organization’s approved software tools, clients and services in line with global organizational ICT policies and strategy
Provide the assessment of Program specific ICT requirements, assist in development and implementation of ICT operational and security plans
Other duties as assigned.
Requirements
University degree in ICT related discipline is desirable
ICT related industry certificates are desirable
Minimum 2 years of experience in a IT Specialist/Support role
Proficiency in troubleshooting Windows operating systems
Proficiency in troubleshooting Microsoft Office software suite
Proficiency in troubleshooting/maintaining/monitoring computer systems and networks
Proficiency in providing in-person and remote IT support
Experience supporting field-based teams.
Attentional to detail and the ability to work under deadlines
Availability to work in odd hours, especially to overlap with Headquarters and Western Hemisphere Programs
Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions.
Mandatory Requirements

Professional fluency in written and spoken English and Arabic
Previous experience working within international organizations is an asset.
Proficiency in Microsoft applications, including Word, Excel and Power Point
Proven ability to interact positively with colleagues regardless of culture, nationality or gender
Ability to travel at short notice and to work flexible hours including weekends and evenings
Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
Benefits
This position will be based in Tripoli, Libya and might involve travel to the Netherlands or other locations for official reasons.

This is a full-time position with a competitive base salary generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.

This position is not eligible for expatriate allowances.

Start date: on or before 01 February 2022
