Background

The Libya Transition Initiative (LTI) 4 is a newly awarded USAID program implemented by Chemonics International. The goal of the LTI4 is to establish and manage a quick-response mechanism supporting activities that reinforce stability and build an inclusive and peaceful democratic future.

Purpose

The Information and Reporting Officer (IRO) plays a critical role in information capture and reporting on a wide range of LTI 4 program activities.

Reporting

The Information Reporting Officer reports to the Monitoring, Evaluation, and Learning Specialist (MELS).

Location

Tripoli, Libya

Responsibilities

  • Monitor the progress of each grant along with other team members, including conducting periodic and final site visits to verify grantee work or outputs in addition to attending events/ceremonies as required by the monitoring and evaluation plan.
  • Prepare written reports/emails from site visits.
  • Prepare summary written reports/emails of meetings scheduled and facilitated by LTI4 with past, current, and prospective partners when requested.
  • Provide program detail to the MEL Specialist as necessary for program reports.
  • Develop relationships with local media, CSOs, and other community stakeholders so that their knowledge can be leveraged for activity monitoring and evaluation.
  • Collect high quality qualitative and quantitative data to show activity impacts.
  • Any other tasks as assigned by MEL Specialist and/or Monitoring, Evaluation, and Learning Director (MELD).

Qualifications

  • Secondary school and additional technical or collegiate education is desirable.
  • From one year to three years of relevant experience is required.
  • Experience with NGOs and/or community-based organizations is strongly preferred, and an up-to-date understanding and knowledge of political and social conditions in Libya.
  • Knowledge of Libyan social and political structures at the national, regional and local levels is highly desirable. Demonstrated analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities is also desirable.
  • Good interpersonal and communications skills are required, as is the ability to organize the workload.
  • A good working knowledge of Microsoft Office (Word, Excel, and PowerPoint) is preferred.
  • Ability to work with all Libyans from all backgrounds to implement program objectives and should have a positive attitude toward supporting transitional political processes in which all Libyans are welcome to participate.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions
  • Fluency in written and spoken Arabic, and good working knowledge in written and spoken English are required.
