Job Description

Under the supervision of the Information Management Supervisor and the hierarchical supervision of the MEAL Specialist, the Information Management Officer (IMO) is responsible for creating, updating, maintaining, and harmonizing data collection, processing, analysis, and dissemination systems across CESVI Libya programs. This includes supporting field teams with safe information management practices, producing high-quality IM products for reporting, and contributing to CESVI’s internal monitoring and evaluation efforts.

 

Safeguarding policies

CESVI has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by CESVI employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion, or ethnic origin. CESVI takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of Safeguarding policies as well as of CESVI code of conduct and of CESVI ethical code.

 

Responsibilities and main tasks

  • Information Management Systems:
    • In line with CESVI’s procedures, support with establishing systems for data collection, storage, and analysis, ensuring they meet project needs.
    • Develop and maintain tools, forms, and databases to capture and evaluate projects’ data with support from the MEAL team and project team.
    • Explore and implement innovative methods for data capture, documentation, and information management.
    • Digitize and streamline data collection and management processes in collaboration with the IM Supervisor.
    • Implement data protection principles and standards, addressing gaps as needed.
    • Assess and improve database infrastructure, identifying key stakeholders and access protocols.
  • Data Analysis, Visualization, and reporting:
    • Create automated tools for data consolidation, reporting, and tracking progress.
    • Design and maintain Power BI dashboards for different projects, ensuring secure access and information shared among authorized personnel.
    • Produce high-quality information products, including reports, charts, infographics, maps, and relevant statistics and summaries to support the program manager and the reporting needs of the project.
    • Provide periodic and ad-hoc reports on CESVI’s activities, supporting internal and external stakeholders.
  • Capacity Building:
    • Build the capacity of MEAL and program staff to effectively use IM tools and maintain data quality standards.
    • Support with developing training packages and user guidelines tailored to different audiences.
  • Compliance and Safeguarding:
    • Adhere to CESVI’s safeguarding policies, ensuring zero tolerance for abuse or exploitation.
    • Represent CESVI professionally and collaborate effectively with internal and external stakeholders.
  • Perform any other related tasks as requested by supervisors.

Job Requirements

  • University degree in Information Technology, Computer Science, Information Management, Statistics, or a related field (required).
  • 3-5 years of experience in Information Management, preferably in a humanitarian context.
  • Fluency in English and Arabic (required).
  • Advanced knowledge in designing forms using KoboToolbox/ODK (required).
  • Proficiency in Excel, Power BI, and other data visualization tools (required).
  • Familiarity with database management (e.g., SQL, creating queries, and data manipulation) (required).
  • Knowledge of programming languages such as Python or R (desired).
  • Knowledge of statistical software (e.g., SPSS or STATA) (desired).
  • Strong ability to clean, transform, and analyze diverse datasets.
  • Understanding of humanitarian MEAL needs and constraints.
  • Capacity to develop training packages and user guidelines for various audiences.
  • Experience handling confidential data securely.
  • Ability to work independently and take initiative.
  • Willingness and ability to travel to CESVI offices in different locations if required.
