Operational Context

Under the direct supervision of the Information Management Officer, the Information Management Associate (IMA) is responsible for assisting in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information. The Information Management Associate plays a critical role in ensuring a coordinated, strategic and effective protection response. Operational IM further ensures that the relevant actors are working with the same and/or complementary information and baseline data, and that this information is as relevant, accurate and timely as possible.

At a technical level, the role of the incumbent is to ensure that practical, context-appropriate and easy-to-use systems are in place to collect and analyze protection data, and that this information and analysis is shared appropriately with relevant humanitarian actors. Proper information management provides a transparent, verifiable evidence base for drawing conclusions, developing solutions, and for demonstrating results.

The following specific skills/knowledge/experience are required to work within the above operational context: -Advanced Excel, data visualization tools and other similar applications and experience with relevant software: PowerBI, PowerQuery and SPSS.
– Sound knowledge of Multi Sector Needs Assessment (MSNA) and methodologies used to perform MSNA

– Demonstrated work experience in conducting and analysing KII and FGDs
– Experience in web-design
– Work experience in data gathering, storage, analysis and dissemination of reports (Kobo, ONA)
– Excellent analytical skills (Excel Pivot tables, PowerBI)
– Team player and able to work under pressure to meet deadlines. Ability to work efficiently with other AoR colleagues.
– Ability to work with initiative (minimum supervision).
– Demonstrated work experience in capacity building and training initiatives.
The incumbent of this position must possess demonstrated IMA functional/technical skills and knowledge of protection-related guidelines, standards and indicators and experience with handling confidential data. She/he should demonstrate ability in managing data and information from design, processing, analysis, publication and evaluation.

The Information Management Associate should have previous experience in the international NGOs at the same role in a complex operation in high risk duty stations. Familiarity with UNHCR’s strategies and policies will be a distinct advantage.

S/he should also have excellent interpersonal and communication skills and attitude to cooperate and interact with national and international interlocutors.

Functional Statement:

Duties

  • –  Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • –  Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • –  Collect, collate and process information and perform data quality and consistency control.
  • –  Produce summary statistics.
  • –  Support the coordination of data collection teams.
  • –  Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • –  Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
  • –  Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
  • –  Liaise with partners and represent UNHCR in meetings related to the functions.
  • –  Make recommendations and provide advice on the technical information management requirements.
  • –  Perform other related duties as required.

    Relevant Job Experience

    Essential

    Experience with handling confidential data and demonstrated understanding of different data collection methodologies.

    Desirable

    Experience in web design and software development is an asset. Ability to formulate IM-related technical requirements and Operating Procedures.

    Language Requirements
