BACKGROUND

Natural Disaster, Climate Change and significant community emergencies across Libya have promoted a focused effort by local, national, and international leaders to identify some of the root elements of preparing for, planning for, and preventing the short term and long term effects of climate change, disaster risk reduction and to mitigation those effects for municipalities and communities across Libya.

Taqarib, a USAID funded municipal and civil society program wishes to conduct a community assessment in 5 eastern municipalities who have recently been affected by “Storm Danial” which caused widespread damage and loss of life in the municipality of Derna as well as other municipalities in the eastern part of Libya. Taqarib wishes to hire a Short Term Technical Assistant to assist in the gathering of current data, assist in a desk study of all current and past assessments, reports and data, evaluate and analysis this data and work with the Taqarib to conduct a community focused assessment on the effects of climate change, community involvement in reconstruction efforts, mapping of the Mahalla in each municipality, understanding the communities and municipalities ability to respond to natural disasters, measure and understand the municipalities ability to conduct routine maintenance of public infrastructure or their ability to coordinate routine maintenance with other public and private services providers to conduct important routine maintenance that prevents both short term and long term disasters to occur.  The STTA would aid in the final design of the community assessment tool.  (There is currently a draft).

Citizen engagement is one of the core factors that Taqarib wishes to use to conduct this community led assessment and with this in mind the assessment would use the follow methods to gather data.

  1. An online survey tool would be posted and available for all citizens to respond too over a 15 day period.  This effort would be led by the Taqarib MEL team.  At the end of the 15 day period the data would be tabulated and handed over to the STTA for final analysis and reporting.
  2. The STTA in partnership with our Objective 2 team would conduct a series of community focused groups at each of the 5 municipalities. There would be 3 focus groups at each municipality with 20 to 25 participants in each focus group.  The groups would complete a survey and then would have an open discussion where the STTA and Objective 2 team would gather important community feedback and information.  Once the focus groups are complete, the data would be handed over to the STTA for analysis and compiling into the final report.
  3. During this same 15 day period of the online survey, Objective 1 will be conducting professional development and training for municipal staff at each of the 5 municipalities. The Objective 1 staff will then administer the survey at the completion of their professional development training to municipal staff and ask them to complete the survey.  This is a critical step in understanding the overall skill and competencies of the municipal staff and their ability to respond to disaster risk reduction and natural disasters using a community led model.
  4. The Taqarib Objective 3 team with the STTA will conduct a series of workshops (at least 1 per municipality) over the 15 day period to gather community input with regard to local, regional, and national policy change or amendments that need to take place to prepare communities to reduce the effects of climate change and be more inclusive for citizens to engage their local and national leaders to mitigate the effects of climate change and emergency management.
  5. The STTA will work closely with the Objective 1 Team Leader to develop a core schedule, coordinate mile stone reporting, include relevant and timely data, and coordinate activities between all parties. The final report will be provided to the Objective 1 Team Leader.

 

 

OBJECTIVES (SCOPE)

  1. Increasing Taqarib and USAID understanding of the effects of climate change and natural disasters in Eastern Libya municipalities.
  2. Understand and knowledge of community led engagement in reconstruction efforts in Eastern Libya Municipalities
  3. Tabulation via a desk study of all data, assessments and reports related to Storm Daniel and its effects
  4. The STTA must be able to travel to Eastern Libya and to the selected municipalities
  5. Analysis of municipalities ability to respond to community emergencies, natural disasters
  6. Analysis of the capacity and capabilities of municipal staff or private/public companies to conduct, perform and carryout infrastructure maintenance.
  7. Analysis of municipalities ability to coordinate service delivery with private/public companies to a level of community satisfaction
  8. Drafting of the final report that gathers, analysis and coordinates all relative data.

 

 

TASKS (PERFORMANCE REQUIREMENTS)

 

  • Conduct a desk study of all relevant data relate to Storm Daniel that includes reports, data, weather analysis, climate change risk assessments and recommendations.  (40 hours)
  • Coordinate the collection and analysis of all 5 municipalities Mahalla Maps for inclusion into the final report. (24 hours)
  • Review and make recommendations on the assessment final tool (24 hours)
  • Coordinate with the Taqarib MEL Team the online survey for 15 days. Analysis the results for inclusion into the final report. (36 hours)
  • Coordinate and attend all focus group meetings at all 5 municipalities.  Gather, analysis and include data into the final report (60 hours)
  • Coordinate the survey tool distribution and data analysis of municipal staff with Objective 1.  (36 hours)
  • Provide draft 1st  mid assignment report to Objective 1 Team Leader at the 30 day mark.  (16 Hours)
  • Collect, analysis and include current maps, weather charts on climate change, relevant information from national agencies and international agencies on prior reports for inclusion into the Taqarib final report for “Community Assessment” (32 hours)
  • Provide 2nd mid assignment report to Objective 1 Team Leader at the 30 day mark (16 Hours)
  • Tabulate all data, draft, and author report of status and recommendations for team review (32 hours )
  • Complete final draft Report and Present to Taqarib Team for Question and Answer (40 hours)
  • Issue final draft report (40 Hours)

DELIVERABLES

 

Submit Schedule to Objective 1 Team Lead. March 18, 2024

Coordinate and collection Mahalla Maps from all 5 Eastern Municipalities for inclusion into to draft and final report. March 31 2024
Review and make recommendations for final survey tool March 25 2025
Coordinate and launch the online survey tool with the MEL team, receive and analysis data March 31 to April 15 2024
Coordinate and attend all focus groups events.  Receive and analysis data April 16 to April 30, 2024

 

Provide 1st status report to Objective 1 Team Leader April 14 2024
Coordinate and receive survey data from Objective 1 team from municipal staff.  Analysis and compile data for final report April 22 2024
Complete and present first draft report 1 May 2024
Compile, draft, analysis, all data maps, and data for inclusion. 10 May 2024
Provide 2nd Status report to Taqarib Team 15 May 2024
Provide final draft report to Objective 1 Team Leader for final review.  Make final corrects and adjustments 25 May 2024
Submit the final report 10 June 2024

 

 

 

 

REQUIRED QUALIFICATIONS

  • At least 5 Years’ experience in the data collection analysis, reporting and presenting on community based surveys and assessments.
  • At least 3 years of experience in community mapping, GIS tool use and inclusion of reporting
  • Bachelor’s degree or equivalent in relevant field.
  • Experience in climate change, disaster risk reduction or environmental management
  • Experience in providing community feedback, understanding and report on community based assessment data collection.
  • Familiar with local governance and Municipal work
  • Available to attend and conduct this training in Eastern and Southern Municipality.
