Handicap International is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

COUNTRY CONTEXT:

After more than 10 years of conflict, Libya finally seems to be on the road to peace and reconciliation. Nevertheless, the resulting humanitarian crisis is still here, and with the added negative impact of Covid-19 pandemic, likely to continue well into 2021 and possibly early 2022. This instability continues to hamper the delivery of essential services, complicating access and increasing the vulnerability of the general population.

The resilience of the Libyan population is steadily reducing, as individuals and communities are facing uncertainty regarding their future, with a limited capacity of the authorities and relevant institutions to respond to their needs. This combination of factors results in protracted psychosocial distress, loss of perspective and resilience affecting the various Libyan community as a whole.

WORKING ENVIRONMENT

Today, Libya is a complex environment in which vulnerability emerges in “pockets”, depending on the condition of the each person and family, their geographical and socio-economic situation and other, more cultural factors. Many actors are making tangible efforts to include the most vulnerable and isolated persons and families, but these efforts should be more concerted and stronger links could be established with Libyan institutions. For the most part, positive outcomes for better inclusiveness are deeply depending on each actor’s willingness and commitment.

HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;

Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.

From July 2020, HI also started a one-year project in partnership with UNDP, which aims to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.

HI is also involved in Humanitarian Mine Action (HMA) activities, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan. Given the recent events and increase in EO related accidents, HI has also resumed its EORE activities in greater Tripoli since end of 2020.

Finally, HI is getting engaged in Inclusive Humanitarian Action (IHA), through a modest but essential small scale projet. Inclusive Humanitarian Action (IHA) is a transversal approach by essence, concerning all sectors of humanitarian intervention and which deepens protection mainstreaming efforts. It applies to all phases of a humanitarian crisis and all types of emergency contexts, such as armed conflict, and protracted crises. This project aims to lay the groundwork for a more robust and collectively embraced approach to a more inclusive humanitarian response in Libya. HI will seek to

  • remind partners of the framework, guidelines and tools that can be used by them for a better inclusion of people with disabilities and vulnerable persons.
  • Propose tangible elements to understand how inclusive their action is and identify areas for improvement.
  • Raise awareness, awaken the interest of organisations at various level (humanitarian coordination and actors, institutions, civil society), and, more generally, create a dynamic for partners to commit further and in a concerted manner towards greater inclusiveness in humanitarian response in Libya.

To this end, HI will offer support to 4 distinct types of partners, both at the level of humanitarian coordination and at the level of field actors:

  • INGOs, UN agencies, sectors and subsectors leads
  • National Coordination bodies in Libya (MoH, MoI, LibMAC, etc.)
  • Civil Society Organizations
  • Libyan humanitarian workers.

The post holder will be expected to travel between operational bases in Tripoli, Misrata and Benghazi.

OBJECTIVES OF THE POST

Under the responsibility of the Country Manager and in collaboration with the Operations Manager and HQ IHA Technical specialist, the IHA Technical Officer Technical Officer contributes to the implementation of Handicap International / Humanity & Inclusion mandate and 10- year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimised. He/she works closely with the programme’s technical team.

More specifically, he/she:

  • is responsible for the technical support and regular follow-up of the inclusive humanitarian actions activities;
  • oversees the development and adaptation of technical material and support the implementation of capacity building activities aiming at reinforcing the inclusiveness of INGOs, UN agencies, Institutional partners, CSOs and field workers actions, through face to face or remote trainings and coaching;
  • supports the mission to develop its strategy within Libya especially regarding the IHA component and related protection sectors of intervention.

MISSIONS

  • Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
  1. Provides appropriate technical guidance and support to project managers and/or specialists on Inclusive Humanitarian Action
  2. Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
  3. Adapts project documentation as required in accordance with global and in-house technical norms and standards, with specific reference to HI Disability, Gender & Age policy.
  4. Contributes to the regular reporting of the technical activities regarding inclusion (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  5. Ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project managers and area team leaders.
  • Provides technical learning from projects
    1. Collects the elements necessary for capitalisation or scientific documentation exercises
    2. Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice.
    3. Contributes to the terms of reference for evaluations
    4. Implements recommendations for improving the technical quality of projects
  • Contributes to the animation of the humanitarian Inclusive action thematic
    1. Leads and contribute to the technical training and coaching of partners and actors in the field of Inclusive Humanitarian Action, in collaboration with the Operations manager, project managers and Area Team Leaders
    2. Contributes to the skills upgrading plan for professionals in the protection and other humanitarian sectors and with institutional partners.
    3. Contributes to recruitment of resources in the Libya mission and more largely to the development of a local talent pool within the sector of inclusion (conducts technical interviews of candidates and makes recommendations, identifies training needs)
  • Contributes to ensuring HI’s technical influence within its perimeter
    1. . Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners

SKILLS

Knowledge Know-how (practices) Interpersonal skills (attitudes)
·         Knows the different schools of thought and models explaining disability and/or other vulnerability criterias such as gender, age, socio-economic condition, cultural dimension, sexual orientation, etc. and is familiar with the application of certain tools (markers, analysis tools, etc.).

·         Knows the international and national laws, frameworks and technical references regarding vulnerability and disability;

·         Have a good mastery of protection action regarding vulnerable and excluded individuals and how to implement them in a quality approach.

·         Knows, understand and is comfortable to engage with humanitarian coordination mechanisms and the main humanitarian actors such as sectors, UN agencies, INGOs and =their field workers

·         Knows, understand and is comfortable to engage with Libyan Institutional partners, and CSOs, especially in the field of health, social action, education.

·         Bachelor or Master level

·         Minimum 2 years of experience in in Inclusive Humanitarian Action or related field such as GBV, advocacy, right based approach or other project related vulnerability and exclusion;

·         Desired experience in project management

·         Communicates in a clear, concise and responsible manner with respect for the interlocutor (adult or child); adapts his/her mode of communication and message, particularly in the context of intercultural communication, and at a distance

·         Identifies problems and activates solutions; knows how to raise problems.

Type of contract: FIXED TERM – 6 months (RENEWABLE)
