Job Description

Under the overall supervision of the Head of Resource Management Unit and direct supervision of the Information Mgmt & Technology Officer, the IM / ICT National Officer is responsible for support all aspects and functions of the Information Management tools, including IOM emergency response, data collection activities and various activities or projects which may develop within the Information Management & Technology.

Responsibilities

  •  Supervise IM and ICT staff in Tripoli offices and Tunis suboffice
  •  Provide end-user support to all staff in Libya Country Office and Sub-offices and ensure that all ICT Issue tickets and queries are logged and resolved appropriately and promptly. Escalate tickets to Global User Support (GUS) or a supervisor when necessary. Supervise the ICT Tier One staff in the mission.
  •  Assist in provisioning planned technology upgrades for the network, systems, and applications, including servers and WAN/LAN; and maintain and ensure the availability and capacity of the existing network, systems, and applications (core services) in coordination with Global User Support.
  •  Monitor systems, networks (LAN, WAN), and applications and provide routine control of servers and data. Administer and monitor electrical systems (UPS & Generators), Telephone IP systems, IP PBX, and security systems.
  •  Manage problem-solving, support, and assistance for using office technology (including but not limited to Microsoft Windows workstation, Microsoft Office, and Adobe Acrobat). Assist in development where necessary and train staff/users to ensure productive use of existing and new systems and ICT tools and applications.
  •  Install and relocate the organizational unit’s hardware, coordinate equipment servicing, and manage user accounts. Maintain an up-to-date ICT inventory (hardware and software) and inform the supervisor of assets that require replacement and software license renewal on time.
  •  Support the proper implementation of ICT policies, guidelines, and standards in IOM Libya and work towards adherence to the ICT strategy to achieve better efficiency.
  •  Support the production and maintenance of comprehensive documentation and reference materials for planned and delivered ICT systems in IOM Libya. Analyze performance problems of networks, systems, and applications and recommend solutions to enhance functionality, reliability, and/or usability.
  •  Manage the regular updates of patches and firmware of the operating system and other software and the distribution of the updates to all the workstations and other devices. Regularly update to the latest firmware/patches to ensure protection from threats and vulnerabilities
  •  Support the procurement of ICT equipment by preparing the necessary documentation, liaising and coordinating with the relevant logistics and procurement unit in IOM Libya, and contacting local ICT service providers and companies.
  •  Support the overall implementation of the integrated mechanism for data gathering and information management across all activities of Programs to verify accurate and reliable data is collected, stored, and submitted on time to be used for further processing, including regular reporting;
  •  Support the effective implementation of various IM tools; undertake regular monitoring as per agreed timelines.
  •  Manage, update, and regularly improve an effective information management system and other databases and lead the implementation of an information management mechanism.
  •  Contribute to the design and implementation of Mission’s Information Management Systems and reporting tools.
  •  Support in monitoring the data collection processes and the overall data management activities, including encoding, storing, and transferring data from the database, as well as processing and supporting the analysis of the collected data and information locally.
  •  Perform such other duties as may be assigned.

Qualifications

Education

University/Institute Degree in Computer Science/System Engineering with at least six years of working experience in network (LAN/WAN) administration. Use of hardware/software & telecommunications facilities.

Experience

  •  knowledge of Windows Administration in a multi-site environment.
  •  knowledge of MS Azure environment and cloud computing. Knowledge of TCP/IP and Telecoms/Network protocols, Cisco devices, VPN, Active Directory, Backup and Replication, Ticketing systems, Antivirus Software, and ICT utilities.
