Roles and Responsibilities:

The Officer within ICLA’s information, Counselling and Legal Assistance (ICLA) program support a dynamic team of field staff providing project participants with information, counselling and legal assistance services on various topics during outreach and at NRC’s offices. The officer takes on supervisory responsibility as delegated to him/her by the ICLA Team Leader

Responsibilities

Generic Responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines in regards to capacity building and mandatory participation in essencial trainings, internally and externall.
  2. Maintain the Area Office archive of staff capacity obtained cross the different CCs and support departments.
  3. maintain and ensure a good communication with national government and non-government partners working with NRC, and be the focal point of communication.
  4. In case of Memorandum of Understanding with partners, ensure the drafting and follow ups on documentations and content in consultation with Area manager and relevant CCs and Country Office,
  5. Ensure exchange with partners is conducted on timely manner and ensure exchange of reporting (financial and narrative) is adequate and at NRC standards.
  6. Review training sessions and capacity building content and ensure alignment with NRC and national standards in collaboration with the relevant staff members i.e. Technical Legal Officer.
  7. Support and lead with processes of training sessions such as initiation of PRs, POs, BoQ when applicable.
  8. Verify and cross check content of exchange and ensure compliance of NRC national and local exchange is aligned with different focal points actors (CCS, MoFA, etc), in agreement with HSS Staff.
  9. Implement delegated Core Competency activities of project portfolio according to the work plan.
  10. Prepare and develop status reports as required by the Team leader and management.
  11. Support in liaising, engaging, consulting and coordinating with relevant local authorities and stakeholders
  12. Ensure that projects target project participants most in need and explore and assess new and better ways to assist.
  13. Promote and share ideas for technical improvement.
  14. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific Responsibilities:

Project Implementation. 

  • Mainly follow on NRC Libya capacity building and partnership approached and strategy and contribute to drafting policies as per guidelines.
  • Lead on exchanges with national humanitarian and development actors in the East of Libya, and ensure positive representation to NRC and its across the different CCs.
  • As delegated by line-manager, responsible for supporting the successful implementation and initiation of all projects aspects of partnerships and capacity building and as well delivered through direct led modalities throughout the full project cycle.
  • Support as focal point for any procurement needed for the project implementation.
  • Contribute and coordinates activities with consultants, community-based organizations and joint activities with other NRC core competencies in his/her assigned geographical area of operation.
  • Conducts quality assurance exercises as requested by PC and PM.
  • Support in Coaching and provides direction through training in line with the results of the quality assurance exercises to other team members.
  • Support in consultancy management and administrative work. Tasks include: leading the recruitment process of consultants, planning and executing their induction, training and refreshers as needed, executing quality check exercises and monitoring consultants and partners activities, ensuring proper and efficient documentation & reporting, coordinating payments with Finance in a timely manner.

Assessments. As delegated by line-manager, responsible for supporting ICLA and other needs assessments and research. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, monitoring exercises and community engagement monitoring among others.

Safe and inclusive programming. Responsible for supporting safe and inclusive programming in all related activities throughout the project-cycle including partnership and partners.

Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC ICLA related activities, including information management and archiving. This will include – but is not limited to – the successful case management and documentation of success stories and case studies, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.

Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC Partnerships approaches and outreach to local and international partners.

Collaboration and Partnership. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the ICLA project team, within other Core Competencies and with the Support Team.

  • Support partnership focal point in capacity assessment of partners and the design of capacity development plans;
  • The administrative management of sub-grants, developing effective relations and communications with all partners;
  • Supporting the partnership focal point in establishing and strengthening partnership systems and processes that are contextually relevant to “Country”;
  • Support the development of relevant and high-quality capacity development materials including editing, formatting, and dissemination;
  • Lead on planning and support delivery of all capacity building trainings including liaising with participants before, during, and after the trainings;
  • Lead on administrative arrangements for trainings and workshops including venue, accommodation, and transport;
  • Print and collate all training materials and support materials;
  • Provide support for online and face to face training, including technical support for online learning events.
  • Procurement of supplies for all capacity building activities.

Any other task relevant to the position as requested by the line manager, including administrative tasks, translation of documents or support to emergencies and other Core Competencies among others.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position include:

  • Programmatic strategic and operations support: Project Manager, Area Manager, CC Specialists, M&E, risk and compliance, other CC program teams
  • Support functions: Area Manager, Human Resources, Finance, Logistics
  • Security: Health, Safety and Security Officer
  • Partners
