Position: Partnership and Capacity Building Technical assistant – Benghazi
Grade: 4
Reports to: Partnership and Capacity Building Team Leader – East Area office
Supervision of: n/a
Duty station: Benghazi, Libya
Travel: 30% outside of duty station (Shahat)
Duration and type of contract: Until 31st December 2025 (based on availability of funds)

- Role and responsibilities
The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the partnership and capacity building team, and within other Core Competencies and with the Support Team.
Generic responsibilities
- Adhere to NRC policies, tools, handbooks and guidelines
- Implement delegated Core Competency activities of project portfolio according to the work plan.
- Prepare and develop status reports as required by the technical officer and management.
- Support in liaising, engaging, consulting and coordinating with relevant local authorities and stakeholders
- Promote and share ideas for technical improvement.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
- Support partnership technical officer in capacity assessment of partners and the design of capacity development plans.
- The administrative management of sub-grants, developing effective relations and communications with all partners.
- Supporting the partnership focal point in establishing and strengthening partnership systems and processes that are contextually relevant to “Country”.
- Support the development of relevant and high-quality capacity development materials including editing, formatting, and dissemination.
- Support the technical officer on planning and support delivery of all capacity building trainings including liaising with participants before, during, and after the trainings.
- Lead on administrative arrangements for trainings and workshops including venue, accommodation, and transport.
- Print and collate all training materials and support materials.
- Provide support for online and face to face training, including technical support for online learning events.
- Support on drafting the MoUs, translations, and prepared the documents.
- Procurement of supplies for all capacity building activities.

- Programmatic strategic and operations support: Project Manager, Area Manager, M&E, risk and compliance, other CC program teams

- Previous experience working in Training or related programming.

- previous experience as a support Function in a humanitarian/recovery context
- Fluency in English; reading, written and spoken English.
- Proficiency in computer skills.
- Native Arabic speaker.

- Good communication skills, with capacity to directly influence and negotiate with a wide range of stakeholders.
- Strong organizational and team working skills
- Knowledge of the Libya context.
