Job Description

As part of the project, participate in the development of humanitarian activities by supporting the project team in the following areas: Analysis of the humanitarian situation context, Implementation of strategies and activities of witness and advocacy respecting MSF’s policies and values in order to improve the humanitarian and human rights situation among population.

Responsibilities

  • Collect data and conduct research concerning local context, including health assistance and access to care, generally in the humanitarian needs of populations in the project’s response areas in order to be able to provide reliable information that will be used for future decision-making. Includes collecting testimonies on humanitarian issues, such as access to care.
  • To be in charge of the various documentation tools and data collection related to humanitarian affairs in the project, to participate in the reviewing of these tools and the development of a new ones according to the project needs.
  • To assist the Humanitarian Affairs Officer, the Testimony Manager, the Project Coordinator and the Project Team to analyze the data collected to better guide programs and projects, and to respond effectively to the needs of the population.
  • Compile regular updates of the ongoing activities and plans by NGOs, the UN, the ICRC, the local authorities and any other humanitarian and medical actors present in the project’s intervention areas (advocacy, operational actions).
  • In close collaboration with the Humanitarian Affairs Officer, the Testimony Manager, the Project Coordinator and any other relevant parties, participate in the development and implementation of a coherent local strategy to address the humanitarian situation.
  •  Contribute the integration of humanitarian affairs into the project’s activities, and work closely with medical teams.
  • Ensure the highest standards in data protection and confidentiality in accordance with the MSF and project guidelines on data protection.
  • Participate in the definition of messages, tools, lobbying activities and other action plans and advocacy strategies to address all humanitarian issues identified in the project’s response areas.
  • Ensure good working relationships with local authorities, other NGOs, local communities, etc. to facilitate the contact of MSF teams with the population and improve coordination of their activities with third parties.
  • Update and file field contacts and correspondence related to humanitarian affairs in order to ensure information sources accuracy and its availability on regular basis.
  • Organize discussions, training, briefings, etc. on humanitarian affairs, human rights and humanitarian law issues, as well as current and future advocacy plans, to raise awareness among MSF staff on these topics.

MSF Section/Context Specific Accountabilities

  • Accompany the medical team on its activities in detention centres, the community and health centres several times per week.
  • Identify and refer protection cases to the relevant agencies. Maintain and update the protection database.
  • Translate documents and assist with interpretation as needed by the Humanitarian Affairs department.
  • Liaise with the medical department for data collection, and update the data monitoring tool weekly.

Requirements

Education

Essential degree in Law, Humanitarian affairs, Political Sciences, Social Science or related university degree.

Expereince

  • Essential previous working experience of at least two years in research, analysis and advocacy, or protection
  • Essential experience with MSF, other NGOs or civil society organizations.
  • Experience within MSF or other INGOs, NGOs, UN agencies, CSOs
  • Essential knowledge of the local context.

Languages

  • English language essential.
  • Local Language essential, Dialect Desirable

Knowledge:

  • Essential computer proficiency (word, excel and internet).
  • Good writing / research / analytical skill
