Job Overview
The HSE Engineer / HSE Officer is responsible for designing,
implementing, and maintaining safety protocols and systems to
ensure the safety and well-being of workers, the public, and the
environment
Key Responsibilities
1. Inspecting daily work conditions and hazard assessment and
control within the project site
2. Preparation/review of necessary work permits and ensuring
permit to work system is being used correctly on site.
3. Issuing safety violations to violators of HSE policy / workplace site
rules/regulations
4. Consulting with all department managers and engineers to
ensure a high level of safety is being maintained within the
organization. He will advise the management on accident
prevention, health, and safety matters.
5. Obtaining and circulating current information on any aspect of
safety which may relate to site activities.
6. Conducting thorough assessments to identify potential hazards
and evaluate risks in the workplace.
7. Conducting necessary safety training, daily and weekly safety
meetings including fire protection and firefighting training for all
workers.
8. Inspecting firefighting equipment and maintaining necessary
records.
9. Evaluating potentially hazardous substances, identifying hazards
on new types of equipment and processes, and introducing
necessary safety policies and procedures.
10. Ensuring correct and up to date records are kept for personal
injuries and damage to plant or equipment and incidents.
11. Ensuring safety meetings are held in accordance with the
contractor requirements and that the agenda for such meetings
are in line with current safety topics and accurate records of such
meetings are maintained.
12. Preparing and presenting reports on safety performance,
incidents, and compliance to management.
13. Monitoring the efficiency of the HSE policy on project site and
ensuring that any necessary improvements are introduced.
Qualifications
1. Education: Bachelor’s Degree in Engineering or Occupational
Safety, Environmental Science or any related field
2. Experience: 1-3 years of relevant experience in Construction Safety
3. Certifications/Licenses: NEBOSH, IOSH or any equivalent
certifications is an advantage.
4. Construction Occupational Safety and Health Training. Fire
Safety Training, First-aid Training, Emergency Preparedness
and Response Training
Skills & Abilities
• Construction Safety Management
* Construction Industry Knowledge
* Knowledge in Microsoft Office
* Knowledge in Safety Reports and Permit-to-Work system
* First-aid skill is an advantage
* Firefighting knowledge is an advantage
* Work-at-heights knowledge/training is an advantage
* Communication Skills (Basic proficiency in English is an
advantage)
