HSE Drilling Coordinator

OPC is a leading global energy consultancy specialising in providing clients with top-tier expertise and innovative solutions across the upstream E&P, Gas and CO2 storage domains.
We are looking for consultants for one of our clients in Libya for the following position:
Position: HSE Drilling Coordinator
Expected starting date : 1st September 2024 for 12 months.
Location: Tripoli Libya
Scope of work:

• Prepares HSE Audits for drilling and WO rigs.
• As key Person responsible for issuing JRA for the operations in collaboration with HSE Drilling, Well Service site Supervisors, & Contractors.
• Review & Prepares Drilling Company rules, General procedures policies complying with Last updates
• Evaluate company profiles with HSE pre-qualification during CFT process for rig contractors and rig companies e In contact with rig contractors and services companies for compliance with HSE regulations
• Ensures coordination and reporting of HSE from the rig site.
• Keeps active database on incidents, accidents, and RUE cards e Establishes HSE targets in compliance with the HSE Department
• Ensures administrative links between the drilling and training departments for HSE matters.
• Ensures practical point between OSL and HSE Department
• Controls that SIMOPS regulations are respected with respective OSLs e. Attends HSE monthly meetings with rig contractors.
• Ensures follow-up of actions to be taken following any incidents, accidents, or audits and inspections. Participates in HSE improvement with applications of new tools and HSE benchmarks.
• Prepares with Drilling Superintendent and well service Superintendent the BOCP (Blow Out Contingency Plan)
• Prepares with HSE Department the Medevac plan for defined rigs.
• Evaluate drilling personnel at the HSE level and ensure success and feedback after HSE training.
• Prepares and organizes specific HSE training as per the defined HSE training matrix.
• Keeps the IWCF list updated (with certificates valid) for all the onshore and offshore supervisors, check.
• Prepare PR’s and control Stocks of PPE

Requirements:

• Education: BSc in engineering or equivalent.
• Experience: A minimum of 5 years’ experience in work at site operations.
• Proficient in Microsoft Office packages (Word, Excel, PowerPoint, Outlook).
