The ICRC Delegation in Libya has a vacancy for: 

HR Officer 

The position will be based in the Tripoli Sub Delegation 

The HR Officer delivers qualitative HR services and provides HR support for ICRC staff in Libya in accordance with ICRC policies and principles as well as relevant laws and regulations. He/she is part of the ICRC Libya HR team and reports to the HR Responsible based in Tripoli and the HR Manager based in Tunis

Main Responsibilities

 

Recruitment

  • Ensures recruitment process and policy are well applied, informs and assists hiring managers and candidates for positions under scope of responsibility.
  • Initiates recruitment campaign, manages applications and selection process
  • Manages the enrolment process timely, legally and accurately including employment contractual documents and job descriptions
  • Collects documents required for the employee’s file
  • Conducts on-boarding HR induction for new staff in coordination with HR team and follows-up probation period

HR Administration and Processes

  • Contributes to accurate management of employment contracts and employee’s data, from hiring till end of contract, updates files and databases accordingly
  • Follows up on performance management and employees’ development
  • Facilitates coordination between different ICRC offices and HR team members when relevant, can be requested to visit other ICRC offices when needed
  • Contributes to HR projects implementation
  • Keeps him/herself well informed about HR processes and tools, constantly update knowledge

Absence Management

  • Ensures the absence reports are properly recorded in HR database and extract absence report on a monthly basis and share it with line manager.
  • Ensures and follow-up the absence report send by employees/manager on a daily basis and update HR database.
  • Prepares absence report on a monthly basis and share it with line and functional manager
  • Give reminders to the staff who has excessive or negative leave balance.

People Management Responsibilities

  • Understands and supervises the Performance Management & Development (PMD) activities
  • Makes sure that deadlines for the PMD cycle are met
  • Engages in ongoing and continuous feedback and support, particularly for employees under his supervision.
  • Organizes regular meetings within HR Assistant to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for HR Asst under his supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the HR Asst under his supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the HR Asst under his supervision in their personal development by coaching and advising them on internal and external training and development possibilities

Employees’ relation, counselling and follow-up

Can act as point of contact for the employees in particular for questions related to HR processes, builds a trustful relationship, contributes to provide information and support employees and managers (promotions, career counselling, conflicts, warnings, etc..), ensure that all documents are filed or posted on the TS according ICRC’s system.

  • Coordinate with HR Officer in charge of HRIS systems in order to maintain employee’s records up to date in employee’s file and system.
  • Follow up with supervisors and supports them for keeping job descriptions up to date
  • Provide support and advice to managers and supervisors when relevant
  • Ensure supervisors and managers update job description when needed and provide support
  • Contribute to support, advise, follows up and documents appraisal, promotion, change of status, disciplinary process etc.

Public relation activities

Can act as focal point of contact for the Labor office, Social Security, immigration and Tax authority in coordination of ICRC’s legal advisor.

  • Visit Labor office on a regular basis to follow up employment contracts, non-duality.
  • Regularly follow up if there is any update/ change of law or procedure.
  • Build healthy and profession relationship with labor office.
  • Visit Social Security (INAS) office time to time to ensure INAS payment and procedure are smooth.
  • Visit tax authority when needed.
  • Visit immigration when needed.

 Required background, skills and competencies:

  • Bachelors or equivalent university degree ideally in business management / HR
  • Minimum 4-5 years’ work experience in Human Resources
  • Excellent command of written and spoken Arabic and English
  • Computer literate (MS Office and HR software)
  • Strong communication and interpersonal skills, with proven ability to adapt and interact constructively with others
  • Proven planning and organizing skills, attention to details and capacity to manage multiple tasks while maintaining priorities, with diligent approach of administrative tasks
  • Service oriented and flexible
  • Capacity to handle a lot of sensitive information with strict confidentiality and ethics
  • Highly responsible with capacity to work independently while maintaining team dynamic and team spirit
  • Genuine interest in humanitarian activities (especially ICRC’s), previous experience in humanitarian environment an asset
  • Must be able to travel inside and outside of Libya
