Reporting to: Project Manager (Hierarchical) and Health Officer (Technical)
General context of the project
INTERSOS is an Italian humanitarian organization that aims to provide immediate response, protection and durable solutions to populations affected by humanitarian crises, assisting the most vulnerable groups.
In Libya INTERSOS is active since 2018, operating in 3 bases, across West, East and South. INTERSOS in Libya aims to alleviate suffering of the most vulnerable population groups in Libya, in particular with a focus on access to essential services and strengthen capacity of local authorities, local organizations and communities to prevent and mitigate the effects of the protracted crisis in Libya, developing a protection conducive environment and enhancing community resilience, with programs focused on Education, Protection, Health, WASH/public works and Livelihoods/Food Security.
INTERSOS Mobile Clinic Team (MCT) in Ajdabiya will aim to address the primary healthcare needs of vulnerable populations by delivering essential healthcare services directly to communities. The MCT consists of a team of dedicated professionals, including one doctor (general practitioner) two nurses, and one social worker. They will operate from a single minivan equipped with necessary medical supplies, pharmaceuticals, and equipment. The team will travel to different locations within the city of Ajdabiya and its surrounding areas, targeting communities that lack access to healthcare services. These locations will be decided in consultation with the MoH and Health Monitoring Office. INTERSOS pharmacist will support with procurement and management of medical supplies and pharmaceuticals. The MCT will be supported by 4 community outreach volunteers who will support with health awareness and referrals to the mobile clinic team.
The MCT will provides a minimum package of primary healthcare services, and referrals for pecialized care when necessary. For persons with disabilities, referrals could be made for support for assistive devices such as eye-glasses, wheelchairs, etc, which INTERSOS would provide on a case by case basis.
The MCT will conduct regular health education sessions to promote awareness and knowledge among the community, through the community outreach volunteers.
Purpose /Objectives:
- The health supervisor – MCT focal point – is in charge of the activity planning, coordination, reporting and supervision for an integrated health project in Ajdabiya.
Responsibilities/duties:
- Provide technical support for the implementation of the health and mobilization activities
- Provide for training needs to medical staff and community health workers, planning and implementation of relevant training especially in the clinical management of childhood diseases, maternal health, First Aid and TRIAGE emergency care.
- Organize initial and on-job training for staff on emergency intervention and First Aid protocols
- Organize smooth project supplies; ordering, stocking, and distribution and monitoring of consumption and weekly and monthly reporting on consumption
- Planning and following with health staff and CHVs to reach services in good and professional manner
- In collaboration with and supervise the data entry officer, collect accurate and timely project data from the field to be submitted to the Project Manager and Health Officer
- Submit weekly/monthly statistics and narrative report to the Project Manager and Health Officer
- Support assessments/surveys, monitoring and evaluation of the project
- Maintain good and positive contacts with MOH, local authorities, and community leaders to ensure their involvement in project activities
- Any additional duties as requested by the supervisor
Technical Support:
- Assist the logistician in procurement of drug/medical supply/medical equipment and materials by providing specification for requested items, seating on tender opening and/or evaluation committees, etc.
- Provide regular supervision of supported health staff and community health workers including data collection/records of beneficiaries and project activities, as well as timely implementation and reaching targets according to project objectives
- Provide regular updates and reports to Project Manager and Health Officer and others as required, aligned with HIMS MOH and WHO
- Provide data, and success stories to enrich reports for both internal and external use
- Organize and conduct joint multifunctional team monitoring visits
- Monitor project implementation and ensure accurate, timely data collection
- Ensure linkages and integration of community mobilization activities and health services
- Maintain project files
- Raise regularly supply request to logs and pharmacist
- Any other duties as assigned by the supervisor
Overall, these tasks require:
- Adherence to Humanitarian principles of Neutrality, Impartiality, Independence, and Humanity.
- Clear & timely communications to line management.
- Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.
- Fully abiding by INTERSOS internal rules and guidelines and respect INTERSOS Charter of Value and Code of Ethics.
Qualification/level requirements.
- Bachelor’s degree in medicine preferably with a Master’s in Health administration is required.
- Minimum years’ professional experience in lead management implementing emergency health response programs, preferably in a conflict setting.
- Previous experience in working with NGOs and more so in emergency response programming.
- Strong interpersonal, communication, public speaking, and strategic planning skills required.
- Ability to represent, liaise and negotiate at different levels (national and local) with NGOs/ INGOs, donors, government, etc.
- Strong English and Arabic skills, written and spoken. Ability to write reports in English is required.
- Strong Microsoft package skills (MS Word, MS Excel, Power-point)
