Libya has experienced a recent escalation of the conflict, following a humanitarian crisis that has deteriorated since the 2014 civil war. On April 4th, military forces including the LNA led by General Haftar and GNA-aligned militias have engaged in an open conflict in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced and many are still trapped in the active conflict area.

Intense fighting persists in several parts of the country. The humanitarian situation has deteriorated consistently over many months, with more than 1 million people in need of life-saving health care services.  Almost half (43%) of the hospitals in Libya are either partially functional or non-functional as a result of an acute shortage of live saving medicines, medical supplies and equipment along with critical shortages of human resources, particularly specialized nurses, midwives and technicians. These shortages are more pronounced at the primary care level and as a consequence, referral and tertiary hospitals are overloaded with patients presenting with common illnesses and are unable to meet the demand. Provision of primary health care, especially for communicable diseases among migrants and refugees in detention centers, is a major challenge for these population groups.

 

The IRC Libya program is in the process of expanding the scope and scale of health programming in Tripoli, developing an outcome focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.

 

SCOPE OF WORK: The Health manager is a public health professional who has strong experience managing health programs within a volatile conflict effected environment. The candidate must have experience managing clinical teams and have strong project management skills including designing work plans, monitoring and evaluation plans, monitoring budgets and writing program reports. The Health Manager will report to Health Coordinator. The position will be based in Libya, with frequent travels between Tripoli and Misrata, and occasional travel to Tunisia (10%).

 

KEY RESPONSIBILITIES:

 

Program Management (50%)

  • Responsible for overseeing the implementation of all health projects in Tripoli.
  • Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget.
  • Responsible for ensuring that strong data collection and information management systems are in place for ongoing performance analysis and programmatic action, and that all members of the team know their roles and responsibilities for monitoring and evaluation.
  • Responsible for the management of program budgets, including the development of procurement and spending plans.
  • Coordinate with the supply chain manager to ensure proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply.
  • Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices.
  • Promote the quality of the IRC’s health programs by setting up quality assurance mechanisms and checks in collaboration with other staff.
  • Lead the implementation of needs assessments, and support the technical design of such assessments.
  • Liaise with operations staff to ensure the operational effective of the health program.
  • Ensure compliance with IRC policy and procedures throughout program implementation

Representation and Coordination (20%)

  • In coordination with the health Coordinator, actively develop and maintain effective working relationships with key stakeholders in Tripoli, including government actors, UN agencies, international and local NGOs, and other relevant actors.
  • In coordination with the health Coordinator, participate in local coordination meetings, and actively try to initiate more coordination among NGO and other civil society partners.
  • Represent IRC to  local  communities,  government  departments,  international  agencies,  local partners and donors as required
  • Develop strategic partnerships with local organizations, wherever possible.
  • Represent the Health Coordinator as needed

 

Project Reporting (20%)

  • Ensure the timely submission of information for donor reports for all health projects, including reporting against the logical framework.
  • Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.
  • In collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff.
  • Prepare information about IRC program activities as needed

 

Staff development/capacity building (10%)

  • Provide supportive supervision to supervisees, including development and monitoring of regular work plans.
  • Provide timely and quality performance evaluations.
  • Identify capacity building needs of international and national staff and develop capacity building plans to maximize performance and professional development.
  • Participate in training and mentoring of health and other staff members in response to capacity building needs.
  • Ensure IRC HR policies are respected at all times.
  • Promote the IRC Way with all supervisee

 

REQUIREMENTS

  • Health professional (MD, RNor Midwife), MPH is strongly preferred, but not required.
  • At least three years’ experience with direct management of the implementation of health programs in a volatile insecure environment.
  • Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation.
  • Excellent leadership, communication, and facilitation skills.
  • Excellent interpersonal, coordination and networking skills.
  • Experience with situation analysis and health assessments.
