The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls.

 

Job Overview/Summary:

The HMIS Snr. Assistant will report directly to the HMIS officer. S/he will perform a wide variety of clerical duties in support of patient services across multiple sites and departments.  S/he will be responsible for overseeing the information management of the health projects and supporting innovative and collection processes. Essential duties include the ensuring high quality of data, data entry of computerized patient records along with update, analysis, and managing information on daily/ weekly/ monthly bases. Moreover, s/he will implement the HMIS activities and will provide the needed technical support and regular feedback for the different health project, reporting and medical teams.

Major Responsibilities:

Under the supervision of HMIS Officer, the HMIS Snr. assistant is responsible for entering data, ensuring quality of health programs’ data collection, supporting in data tracking tool update and providing requested information and statistics for reporting and progress tracking through:

  • Performs day-to-day administrative functions and general office duties including but not limited to word processing, copying, filing, and data entry.
  • Performs daily field visits and manages the day-to-day operation of data collection and analysis, ensuring quality information management systems.
  • Complete the computer data entry and back-up on a daily basis, and maintain databases (tasks including data entry and cleaning) and reviewing any missed data with medical team.
  • Manages the flow of health information and disseminate to the team as needed.
  • Ensure that health teams have accurate, accountable, and verifiable information concerning its activities, particularly for internal and external verification processes.
  • Follow up with mobile health teams on daily basis the number of consultations, assistance provided, and data.
  • Maintain organization of the physical filing system of patient records and ensure easy accessibility by authorized individuals.
  • Maintain the confidentiality of all physical and electronic aspects of patient information.
  • Provides the needed information to support health monitoring activities by analysing data and information and presenting it in the format most useful for analysis.
  • Provides internal and external technical report on a weekly, biweekly and monthly basis.
  • Contributes to internal and external technical report on a quarterly, biannual and annual basis.
  • Ensure that all relevant stakeholders have timely access to appropriate information.
  • Manages all data compilation for the IRC health program, including data from fixed and mobile clinics, community health mobilizers and caseworkers.
  • Support with program teams with preparation of data for donor reports.
  • Support work with the programs’ responsible to analyse the data to monitor the indicators’ progress and highlight the main trends and changes.
  • Support in the initiation of surveys; designs data collection tools; reviews and analyses data

 

Staff management

The HMIS Snr. assistant will not be line managing any internal staff. S/he might supervise and train volunteers to execute data collection and data entry assignments, if needed.

Key Working Relationships:

 

Position Reports to:  HMIS officer

 

Working Environment:  This position will be based at the IRC field office in Tripoli, Libya with daily visits to field sites (DCs, CDC and supported health facilities).

Job Requirements:

  • Bachelor’s degree in Statistics, Information Technology, computing or any related field.
  • At least 1 years of experience in database management and data analysis, preferably in the NGO sector or UN agencies.
  • Good understanding of the principles, methods and terminology of demographics.
  • Experience in maintaining databases.
  • Experience and knowledge in data analysis.
  • Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in Tableau, ArcGIS, ONA, Kobo Tool Box, PowerBI or similar software applications in an added advantage.
  • Very good communication in English and fluent in Arabic
  • Strong sense of personal integrity and understanding of confidentiality and ethics
  • Self-directed, able to independently set priorities and solve problems with minimal guidance
