Head of Sub Delegation Advisor
The position will be based in Misrata Sub Delegation
PURPOSE
The Advisor to the Head of Sub-Delegation contributes to and supports the implementation of the security and general management within the Misrata Sub Delegation (MIR SD) area of responsibility (AoR), in coordination with the structure’s management. S/he provides context and security assessment and supports the coordination of concerned departments for the movement of ICRC staff and goods in/out of MIR AoR including field visits. S/he contributes to the representation of the ICRC with local, governmental and security authorities.
Internally, the Advisor cooperates with ICRC colleagues on the implementation of ICRC minimum security requirements and operating standards procedures. Externally, s/he interacts with a network of with local, governmental and security authorities, community leaders, civilian society, Non-Governmental and International Organisations, etc.
ACCOUNTABILITIES AND RESPONSIBILITIES:
- Develops and maintains contacts with with local, governmental and security authorities in an independent manner, institutionalising contacts according to the ICRC standards with all the authorities in Misrata AoR to allow/ secure movement of ICRC goods and staff in and out MIR AoR.
- Analyses the political, military and security situation and its humanitarian consequences in MIR AoR.
- Identifies and advises the Sub-Delegation management on security-related matters that can have an impact on ICRC’s activities and staff or require a change to security framework.
- Presents the ICRC principles, mandate, and activities to all different interlocutors.
- Participates in the formulation of strategies to address identified humanitarian issues.
- Contributes to the development and application of institutional policy and planning at MIR AoR.
- Provides substantive inputs to written reports including: political and security analysis, field trip proposals, MoM and mapping of interlocuters.
- Assists and advises the Head of Sub-Delegation (HoSD) in the overall running of ICRC operations in the AoR
- Develops and maintains ICRC humanitarian dialogue with relevant interlocutors under the supervision of the HoSD.
- Produces timely and high-quality written internal reporting and contributes to the SD institutional reporting.
- Initiates pieces of written correspondence addressed to ICRC interlocutors and coordinates with the Delegation information management.
- Carries out oral and written translations from Arabic to English and vice versa if needed.
- Supervises staff if applicable and performs or contributes to appraisals.

- Performs duties and tasks not covered in this job description and provide support to other departments when necessary
Education and experience required
Certification/ Education:
- University degree in social/political science/economics/business or any similar field,
- Very good knowledge of English,
- Very good reporting skills of English and Arabic (orally and writing),
- Very good computer skills,
- Developed analytical, leadership skills,
- Developed networking and communication skills,
- Valid manual driving license,
Professional Experience:
- Typically, more than 4 to 6 years, preferably in a similar field, confirmed relevant internal / external experience contributing to projects and programs,

We offer a rewarding and enriching work opportunity in a humanitarian and international environment with initial training and on-boarding. Official working hours are Sundays to Thursdays 08.30 -17.30 (one hour lunch break)
