BACKGROUND:

The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming, directly and in partnership ,to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities across the Libya to survive, recover, and gain control of their futures.
The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya, and this includes programming in southern Libya building on past health interventions. Contributing to these efforts is the European Union (EU)-funded “Advancing Capacity for and Coverage of the Essential services package through Systems Strengthening”(ACCESS) program starting up in Wadi Alshati Baladiya(Brak and Algurdha Ashshati and Edre)–oneof three geographic ‘lots’ of the ACCESS program. Program and operational support/management in the area includes that which is to be provided via a satellite office in Sabha
SCOPE OF WORK: The IRC seeks a guard for the security and safety of the IRC office in Sebha. The guard will report to the supply chain and security officer and be based in Sabha.
Location: Sebha satellite office
Travel Requirements: NONE

WORK REQUIREMENTS IN PERCENTAGE:
Time in Sebha satellite office: 100 % IRC Sebha/Brak office is the official work location.

Reports to: Supply Chain and Humanitarian Access & Safety Department

Directly supervised by: Supply Chain & Security officer – Sebha
SCOPE OF WORK AND RESPONSIBILITIES
Major Responsibilities:
The guard will be responsible for the security and safety of the IRC office in Sebha.
Responsibilities in detail:
- Access control (i.e., checking ID cards and ensuring visitors are on the visitor list).
- Patrolling outside and inside perimeter during night time
- Ensure the entrance area and outside areas are clean and presentable for staff and visitors.
- Pick up garbage, ensure the area is clean, and sweep the outdoor space at least once a day.
- Fully capable of reacting and using all the alarm systems and fire sensors.
- Water plants & basic gardening (weekend shifts or when needed).
- Security monitoring of the office and report to the Supply Chain Officer if any incidents.
- Access control in regards to beneficiaries.
- Respond in case of fire, i.e., alarming the fire department, alarm staff, elementary firefighting.
- Respond in case of first aid situation.
- Regular surveillance of the CCTV cameras (if they exist) is required 24 hours a day.
- Monitor the generator and fuel tanks (if they exist) in the center.
- Record names and IDs of all visitors and what time they entered and exited the compound, including workers, cleaners, gardeners, etc.
- Checking coffee machines, printers, stove, lights, etc., is turned off when staff has left the office.
- Ensure to lock office doors after working hours
- Ensure COVID-19 procedures and protocols are met by staff if ordered by the supply chain officer
- Other tasks requested by the supervisor.
REQUIREMENTS
- Relevant experience preferred.
- Proper hygiene and well organized.
- Good time management.
- Reliable and trustworthy.
- Sense of security awareness.
- Can keep calm under pressure.
- Ability to do basic physical work (lifting/kneeling/walking stairs)
LANGUAGES
Arabic and basic English (is an advantage)
OTHER
Within the first 6-18 months, attend and successfully finish the following training if provided by IRC:
- Elementary Firefighting
- Basic First Aid training
- Facility Security Assessment Training
- Security Guard training
