Background

The Libya Transition Initiative 4 is a newly awarded USAID program implemented by Chemonics International. The goal of the LTI4 is to establish and manage a quick-response mechanism supporting activities that reinforce stability and build an inclusive and peaceful democratic future.

Purpose

The Grants Specialist (GS) plays a critical role in ensuring that LTI4-funded grants are implemented rapidly and effectively, in full compliance with USAID and Chemonics regulations and policies. The GS will assist with the structuring and implementation of the project grant fund. In addition to playing a lead role in implementation, the GS also conducts research to ensure that individuals and/or organizations that may receive grant-funding can implement a proposal. S/he works closely with program development officer (PDO) and others to develop grants and grant budgets that are realistic and appropriately planned to successfully meet proposed objectives. S/he ensures that Libyan activity partners are adhering to USAID grant guidelines. S/he will assist with the creation and oversight of overall policies, practices, and procedures relating to all aspects of grants. S/he will participate in procedures relating to grant solicitation and selection, grant awards, grant implementation, grant and contract monitoring, evaluation, and closeout.

Reporting

The Grants Specialist reports to the Regional Program Manager (RPM).

Responsibilities

  • Assist in the development, implementation, and closeout of activities, in coordination with other GMU and project staff to ensure compliance with USAID and Chemonics policies and procedures.
  • Work with PDOs and other project staff and partners, to analyze and evaluate grant concepts and grant agreement/award documents to ensure adherence to established grants management policies.
  • Coordinate the document management and compliance requirements for the activity clearance process. This will involve preparing activity clearance checklists and working with GMU members, M&E team, and the Program Compliance Manager to ensure all documents are completed and on file according to the project development deadlines. The GS will directly prepare activity budgets, negotiation memoranda, and other environmental compliance forms.
  • Ensure the allocability, reasonableness, and allowability of activity budgets. This will include working with PDOs and grantees to develop or revise detailed grant budgets that are realistic and appropriate to the needs of the activity, and necessary market research has been conducted and is thoroughly documented in the grant file.
  • Draft and/or review grant documentation for accuracy and completeness during all stages of the activity cycle. Documents include, but are not limited to: grant agreements, negotiation memos, budgets, grant agreement modifications, grant completion certificates and deeds of donation, and environmental compliance documentation, among others.
  • Ensure activity files are regularly maintained and updated and that relevant documents are uploaded to the correct portal on a rolling basis.
  • Ensure payment packages are sufficiently documented and ensure technical compliance with the grant agreement. The GS is also expected to ensure all required deliverables have been submitted per the grant agreement, and that all necessary approvals and payment requirements have been fulfilled.
  • Monitor grantee adherence to agreed-upon implementation plans, budgets, and timelines in order to proactively alert the RPM to the need for activity amendments. These may include scope, cost, and/or time amendments necessitating approvals , and the GS is responsible for drafting and justifying the request in coordination with the PDO.
  • Ensure that activities are closed out within required timeframes and liaise with relevant program and finance team members to ensure all required documentation is complete, accurate, and sufficient for closeout.
  • Undertake other duties as assigned by supervisor.

Qualifications

  • A Bachelor’s degree required.
  • Minimum three years of work experience required.
  • Strong management and administrative skills, and demonstrated experience managing grants, preferably both cash and in-kind.
  • Demonstrated experience in grant management focused on ensuring that procurement, finance, logistics, and programmatic aspects are being implemented on-time and in accordance with the specifications of the approved activity.
  • Familiarity with USAID contract and grants management policies and procedures is desirable, but experience with other donor funded projects will be accepted.
  • Ability/willingness to travel throughout the country on a regular basis.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.
  • Ability to effectively use computer software including MS Word and Excel.
  • Fluent written and spoken English and Arabic required.
