Context of the position and key challenges
The Grants Officer for MSME’s & CSOs works under the direct supervision of the Grants Supervisor and is primarily responsible for overseeing the implementation of grants provided to local entrepreneurs, small business owners and civil society organisations CSOs. This entails supervising the sub-grants process, documenting relevant information, and ensuring that projects are executed according to established guidelines. The Grants Officer also acts as the main point of contact during the implementation phase, ensuring compliance, providing support to subgrantees, and addressing any contractual issues that may arise.
Another responsibility of the Grants Officer is to assess the capacity building needs of the subgrantees. This involves identifying areas where additional training and support may be required to enhance the subgrantees’ ability to successfully execute their projects. Additionally, the Grants Officer coordinates with Base Managers to facilitate local authority liaison needs, ensuring effective communication and collaboration between the organization and relevant local authorities.
In summary, the Grants Officer plays a crucial role in overseeing the implementation of grants for MSME’s & CSO’s. They supervise the sub-grants process, ensure compliance, provide support to subgrantees, address contractual issues, assess capacity building needs, and coordinate with Base Managers for local authority liaison requirements.
Key roles and responsibilities
The Grants Officer’s duties include but are not limited to:
Grant Assistants support and management:
- Training of Grants Assistants on acted FLATS procedures and manuals
- Build the capacity of Grant Assistants that will enable them to support the implementation of activities by subgrantee.
- Support Grant Assistants in writing reports and submitting required documents to finance.
- Ensure that the Grant Assistants can communicate acted requirements.
- Report issues and miscommunications to Grants supervisor.
Project Cycle Management:
- Overseeing the entire lifecycle of grants, including planning, implementation, monitoring, and evaluation.
- Assessing grant proposals, reviewing budgets, and making recommendations for funding
- Monitoring grant budgets, tracking expenses, and ensuring funds are used appropriately.
- Collecting and analysing data, preparing reports on grant activities and outcomes, and maintaining accurate records.
- Support the implementation of all project activities by the subgrantees, by troubleshooting with the subgrantee on logistics issues and referring technical queries to the Project Manager and Grants Supervisor
- Ensure subgrantee adherence to acted procedures and acted technical guidance.
- Identifying potential risks and implementing measures to mitigate them, such as conducting site visits, financial audits, or impact assessments.
- Evaluating the effectiveness and impact of grants, identifying lessons learned, and making recommendations for improvement.
Internal and external coordination
- Support Grant Assistants and the subgrantees as the primary acted focal point on all contractual queries
- Refer technical queries to the Project Manager and Project officer.
- Liaise with the Logistics Department on procurement issues when needed.
- Liaise with the Finance Department on budgetary and documentation queries when needed.
- Coordinate with the Sebha and Tripoli office managers for necessary local authority permissions when required.
- Coordinate with, and support if needed, the MEAL team with planning and implementing monitoring activities.
Capacity Building
- Support Subgrantee capacity building requirements or coaching on planning the various stages of activity implementation, if required
Sub-Grant Documentation
- Manage all incoming and outgoing documentation to Subgrantee.
- Maintain high standards of information management and filing.
- Translate all necessary documentation from Arabic to English, as required.
Other
– Provide regular and timely updates on progress and challenges to supervisors and other team members. – Assist project team members with other activities, as requested by immediate supervisor. |

Required qualifications and technical expertise
- Bachelor’s degree in either Business administration, Business Management, or Finance required.
- At least 2 years of field experience in humanitarian work, civil society experience strongly preferred.
- Ability to understand donor and governmental requirement is preferred
- Ability to work with culturally diverse groups of people.
- Ability to travel and work in difficult conditions and under pressure.
- Highly proficient in written and spoken English and Arabic
- Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
