Job description

Overview of position The “Construction Fund of Murzuq” was created by the Government of National Unity in May 2021 with the primary objective of structuring the investments to rebuild infrastructure, enhance public service delivery, and rehabilitate war-damaged areas and buildings in Murzuq and areas affected by violent conflicts in the South stimulating economic recovery, enabling effective reconciliation and return of the internally displaced.

Murzuq municipality is home to a significant population of internally displaced persons (IDPs). Following a series of discussions among the conflicting parties and the Government of National Unity (GNU), a Steering Committee, also referred to as the Municipal Council, was established by the Ministry of Local Government (MoLG) under decree (3073), in October 2022. The Minister of Local Government has officially mandated a designated team to enumerate the IDP households that have returned to Murzuq and those who intend to return. This decree empowers the designated team with comprehensive authority to engage in dialogue, devise plans, and oversee the displaced persons’ return coordination. Additionally, the team is authorized to manage high-level negotiations concerning these matters.

A total of 13,279 IDPs are reported to be displaced from Murzuq and in 33 municipalities of Libya, with a large majority displaced since the last quarter of 2019, whereas 156 families are also reported to have returned to Murzuq. However, while this figure frequently fluctuates as several families are also reported to visit on a regular basis.

Our client ’s Local Peacebuilding and Resilience Programme has been actively engaged in collaborating with the local authorities in the South of the country to support peacebuilding, resilience, and recovery efforts. In July 2023, Our client took a significant step by signing a Memorandum of Understanding (MoU) with the Murzuq Construction Fund (MCF). This MoU serves as a framework for providing technical assistance and supporting the direct implementation of basic services, capacity building and livelihood interventions in the region.

 

Our client, with generous support from the USAID, aims to contribute to the reconstruction and development of Murzuq, with a strong focus on delivering essential services, capacity building, and livelihood support. By providing technical expertise and assistance, UNDP seeks to enhance the capabilities of local authorities and institutions, enabling them to efficiently execute projects and initiatives that align with the communities’ needs.

 

Given the pressing nature of the situation in Murzuq, Our client is seeking to recruit a GIS Expert ConsultantThe consultant will be stationed at the MCF and will operate under the supervision of the MCF’s management team and UNDP Regional Coordinator (South). His/her role is pivotal in bolstering the fund’s capacity for effective crisis response, as detailed in the scope of tasks outlined below.
