The situation of women in Libya remains challenging. Although women represent almost 15% of the parliament, their voice is weak and fragmented. In general, women’s rights in Libya face major challenges that threaten previous progress and limit the improvement of women’s status. The role of women in society has faced setbacks in the face of conservative groups and in the face of the general security environment which when mixed with conservative societal norms can lead to severe restrictions on women’s movement and the ability of women to participate in public fora. Globally, Gender Equality is one of the core objectives of UNDP and is implemented throughout the organization in a two-pronged approach: mainstreaming gender in all core practices; and dedicated interventions that empower women and promote gender equality. UNDPs work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Sustainable Development Goals (SDGs), and country specific gender priorities. Recent discussions held by UNDP Libya with a wider range of Libyan women activists from different parts of Libya indicated that there is a determination on the part of Libyan women to form part of the future of their country and to be involved in decision making processes at all levels. There is a need to develop local peacebuilding and mediations skills, to raise awareness on legal and political rights, to mentor and nurture business skills, and to systematically respond to PSEA (Prevention of Sexual Exploitation and Abuse). This can form the basis for a discussion amongst actors for future programming and for adapting existing programming with a view to addressing some of the challenges faced by Libyan women. UNDP has developed a Gender Strategy 2020-2021 to strengthen the integration of gender equality into UNDP’s work through a two-pronged approach (I) mainstreaming gender in all programme; and, (ii) dedicated interventions that empower women and promote gender equality. Under the guidance and direct supervision of the Head of PMSU, overall supervision of the DRR, the Gender Analyst advises Senior Management on gender policies, trends and relevant linkages to UNDP programmes. The Gender Analyst provides analysis for formulation of strategies and briefings to Senior Management also related to gender and its relation to cross-cutting thematic areas such as rule of law, peace and security among many. The Gender Advisor acts as liaison with Libyan women organizations and relevant gender related associations and groups and advocates for and represents UNDP in his/her area of expertise as requested by his/her supervisor as well as Senior Management. The Gender Analyst works in close collaboration with programme and project staff, international and national consultants. The Gender Analyst maintains a network with colleagues from UNDP, UN Agencies, Government officials, multi-lateral and bi-lateral donors and civil society.
