The ICRC Delegation in Libya has a vacancy for:
First Aid and Prehospital Care Field Officer (FAFO)
The position will be based in Sabha Sub Delegation
PURPOSE
The First Aid Field Officer ensures the planning and implementation of the ICRC First Aid and Prehospital emergency care program for the specific sub delegation.
He/she ensures that the FA and Prehospital Emergency Care program is efficient and departmental goals and objectives are met.
RELATIONSHIPS
- Internally works with ICRC health team and other programs, departments, and management
- Externally works with interlocutors related to First aid and Prehospital Emergency Care (PHEC)
ACCOUNTABILITIES AND RESPONSIBILITIES:
Main Responsibilities and activities
- Organizes and provides First Aid Training (FAT) to target audiences, in order to improve the evacuation process for the wounded as the program objectives
- Assesses continuously the needs in terms of FA within the scope of the ICRC operations
- Participates in the development/adjustment of the FA training programs and material based on the needs
- Develops and maintains a regular contact with the network of interlocutors involved in FA and prehospital emergency care (LRCS branches, MoH, civil authorities, NGO’s, INGO’s, universities…)
- Contributes and engages in discussion dialogue with interlocutors in creating sustainable First Aid and health activities
- Manages the medical logistics/equipment for the FA program within his/her area of responsibility
- Contributes to the assessment of prehospital emergency care services within the sub delegation
- Contributes to the Health Care in Danger session during the FA training activities
- Assists in other health activities based on the needs (primary healthcare)
- In charge of the donations to the emergency department in his/her area of responsibility
- Provides regular feedback and improvement initiatives to the FA and health delegate
- Participates in the brainstorming of the programs’ yearly planning for results (PfR)
Reporting and Management of Information
- Reports the FA activities on the medical activity database
- Contributes to the monthly and quarterly operational report
- Provides written contributions for institutional and non-institutional reports and/or meetings
- Participates actively in the collection, analysis and sharing of health data including statistics, possible outbreaks and any other relevant Health info in the media and other sources
- Registers in the document sharing programs of ICRC all documents that are relevant to the program continuity
- Participates in the written translation between Arabic and English language of Health documents and information required
- Contributes to the Health Care in Danger activities documentation and reporting
- Deals with information in confidential and diplomatic manner
Medical logistics
- Prepares requisition orders, donation letters, and ensures the correct documentation including signatures of the packing lists during the donation processes
- Maintains a database for all first aid training equipment and consumables within his/her area of responsibility
- Ensures all required medical equipment are in good status and consumables are replenished after each training activity

- Ensures own capacity to conduct activities competently and with confidence, seeking and partaking in relevant training courses and skill development where appropriate
- Performs duties and tasks not covered in this job description and provide support to other departments when necessary
Education and experience required
- University degree as physician or nurse, emergency medical technician (EMT) certification with extensive experience in first aid and prehospital emergency care may be considered
- 2 years of work experience in Health field and/or Humanitarian field
- Significant experience as a trainer in the health field
- Good communication and facilitation skills
- Fluent in Arabic and good command in written/spoken English
