Primary Purpose

The Field Manager will ensure high quality implementation of LMELA field monitoring efforts of USAID  in Libya. The Field Manager is responsible for liaising with the local data collection firm to coordinate the day-to-day operations of enumeration teams, including quality control and compliance with technical procedures, field deployment planning, operations and protocol.

Position Summary:

The Field Manager (1 of 2) will report to the Monitoring Lead (ML), oversee the data collection process and coordinate with other Field Manager(s). The Field Manager will closely coordinate with the project data collection partner staff, including during recruitment, training and fielding of data collection teams. Key responsibilities for this position include:

Responsibilities:

• Manage and coordinate all field research across Libya
• Manage teams of field monitors – in coordination with a local data collection firm – and designate field assignments and deployments, including ensuring that security protocols for daily field movements are followed.
• Travel across Libya when applicable to support site visit efforts
• Coordinate and ensure proper training and performance of all field staff
• Oversee the data entry process and data quality review.
• Coordinate site visits with IPs and work with local authorities to obtain access to sites.
• Provide first-level data quality assurance, including assessing data for quality, strength, completeness, and veracity.
• Draft high-quality reports to submit to the Monitoring Lead
• Travel occasionally to Tunisia

Qualifications:

• Bachelor’s degree in relevant field required.
• Current residence in Libya or willingness to live in Libya.
• At least five years of experience in the humanitarian, development, or transition field, preferably in a role managing the activities of field research teams, preferably with an NGO or development organization.
• Experience in training data collection teams and ensuring data collection quality.
• Strong attention to detail.
• Proficiency in Microsoft Office skills (Word, Excel, Outlook and PowerPoint).
• Self-motivated and able to work with minimal oversight.
• Knowledge of the Libyan operating context and the ongoing dynamics across the country.
• Experience and comfort working with online collaboration platforms.
• Experience supervising junior to mid-level staff as well as sub-contractors and/or partners. Fluency in Arabic required. Advanced level English preferred.
