The Crisis Management Initiative (CMI) is an independent Finnish organisation that works to prevent and resolve violent conflicts through informal dialogue and mediation. Nobel Peace laureate and former President of Finland Martti Ahtisaari founded CMI in 2000. Since then, our organisation has grown to become one of the leaders in its field. CMI is focused on making meaningful contributions to peace processes in four regions: The Middle East and North Africa, Eurasia, Sub-Saharan Africa, and Asia. We are now looking for a team of EVALUATORS or an evaluator to conduct an evaluation on CMI’s engagement in Libya. The CMI-commissioned evaluation is set to examine CMI’s dialogue engagement in Libya that has been anchored in supporting a more inclusive and peaceful transition process in the country. The evaluation is to be conducted between November 2020 and January 2021.
CMI has been working in and on Libya since 2014 through distinct but interlinked workstreams covering activities across the country. The evaluation will be guided by the following leading questions to be assessed:
- Has the design been relevant in relation to the set objectives, context and stakeholders’ needs?
- Have the workstreams been mutually complementary? Particularly, how has the Women in Peacemaking engagement related to other workstreams?
- Has CMI achieved any or made progress towards significant contributions (impact) in Libya? What has been CMI’s key value added?
The evaluation will adhere to the general principles and good practices of independent evaluations, taking into account the specific nature of conflict resolution and peacebuilding field. With a view to the ongoing Covid-19 pandemic, the evaluation should make full use of virtual and online tools to gather information and facilitate group discussions. However, the limitations of virtual tools and other implications of the Covid-19 pandemic shall also be carefully considered when assessing observations and conclusions made during interviews and group discussions.
The evaluation team must consist of experts independent from CMI, who is professionally qualified:
- Has experience and expertise in Results Based Management (RBM) and in evaluating conflict resolution or peace mediation work.
- Has international work experience from the field of conflict and peace, and preferably also understanding of mediation and dialogue specifically.
- Relevant knowledge of the MENA region and the context of Libya in particular.
- Demonstrated understanding on the role of women in conflict resolution or peace mediation.
- Arabic language skills in the evaluation team are desired.
- Proven experience with online approaches.
- Has personal skills in constructive dialogue and facilitation.
A team with an international expert and an expert from the MENA region would be desirable.
