Background:

SoCha, LLC is preparing a proposal for the USAID/Libya Monitoring, Evaluation, and Learning Activity (LMELA); a four-year activity operationally located in Tunis, Tunisia. To provide quality MEL services, we seek a qualified Evaluation and Collaborating, Learning and Adapting (CLA) Lead.

**These are designated local hire positions and preference will be given to Tunisian and Libyan applicants, as well as qualified international candidates willing to adhere to local compensation requirements**

Scope of Work

The Evaluation and Learning Lead shall be responsible for

• Ensure overall management and functioning of all evaluation, assessment, survey, and special study activities, as well as related cross-cutting learning activities.
• Ensure the oversight, recruitment for, and participation in evaluations and assessments throughout the life of the Task Order.
• Ensure that short-term technical experts and evaluation team members recruited under this Task Order are of a high caliber and possess commensurate technical expertise.
• Ensure that evaluations, assessments, and other learning products under this Task Order result in high-quality, usable reports.
• Contribute to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this Task Order.
• Provide training and capacity building on evaluation- and learning-related topics.
• Other duties as appropriate

Minimum qualifications and experience

• Education in a relevant social or administrative field with 5-7 years relevant work experience
• Demonstrable progressively responsible experience evaluating complex donor-funded development programs, preferably including previous experience in the Middle East and North Africa.
• Demonstrated experience carrying out analyses and assessments to inform design and management decisions and keep activities on track towards achieving targeted results and long-term strategic objectives.
• Demonstrated expertise across the range of tasks needed to successfully manage an evaluation or assessment, including developing high quality statements of work, familiarity with a full range of quantitative and qualitative evaluation and assessment methodologies, proficiency in data collection and analysis, experience fielding and managing qualified evaluation teams, and experience providing quality assurance across the evaluation/assessment process, from inception to the final report.
• Experience using diverse sources of information to inform organizational capacity building and learning is preferred.
• Written and spoken proficiency in English and Arabic.
