Overview of position | The objective of this consultancy is to provide the UNDP, UNEP and its partners with strategic and technical guidance to address Libya’s worsening electricity situation as well as provide and support to the UNDP Energy and Environment portfolio in Libya. The consultant will seek to provide solutions in a manner that contributes to building momentum for and incentivizing Libya’s energy transition to renewables.
Under the overall guidance of the Project Manager LESST, the Energy & Environment Researcher consultant will support the UNDP and UNEP in LESST project delivery and in the development of new energy, environment, and climate projects. |
Role objectives | The objective of the EER is to support the UNDP and UNEP in LESST project delivery and in the development of new energy, environment, and climate projects.
For the LESST project, this will entail the EER working closely with UNEP and the LESST UNDP Senior Energy Advisor, who are leading the development of multiple major technical reports and smaller advice notes for the Government of Libya. These outputs are provided in both English and Arabic and use source material in both languages. Hence a key task for the EER will be ongoing 2-way text translation and the development of tables and graphics. The EER will work closely with national counterparts to identify, screen and present raw data on electricity sector performance and other energy sector data and trends. The EER will also attend and minute LESST project meetings and technical interviews. Specific Deliverables: 1. Provide desk research, table and graphics development, desktop publishing and translation support to the Electricity Committee task team within the National Economic and Social Development Board, throughout 2022. 2. Provide desk research, table and graphics development, desktop publishing and translation support to the UNEP task team developing the Libya Energy futures report, due for release end 2022. 3. Support regular LESST project progress reporting to the project donors and the GoL 4. Support the development of a detailed UNDP document for a new energy, climate and environment sector project. 5. For the Environment and Climate Change Pillar, the consultant will work and provide support with the Pillar Lead on the development of new proposals, fathering of data and information, coordination with stakeholders, preparation of briefings and other duties required. |
Project reporting | The consultant will be based at the UNDP office in Tripoli (Libya), attending meetings and working sessions in different Libyan institutions.
S/he will work under the overall guidance of the Project Manager for LESST. S/he will submit his/her time sheet every month. |

· Relevance of educational requirements and years of experience · Experience in the area of energy, climate, or environment sector, preferably in the electricity sector and in renewable energy. · Excellent writing, report graphics, Excel work and presentation capabilities in both English and Arabic · Experience working with a wide range of stakeholders including government representatives and multilateral institutions Duration of the Work: • This is planned to be a 6-month engagement with the possibility for renewal based on funding availability. Experience: · University degree in engineering, economics, business, environmental sciences or related discipline. A Master’s Degree is preferred. · At least 10 years’ experience in the area of in either the energy, climate, or environment sector, preferably in the electricity sector and in renewable energy. · Excellent writing, report graphics, Excel work and presentation capabilities in both English and Arabic. · Highly developed online research skills. · Ability to work with a wide range of stakeholders including government representatives and multilateral institutions · Experience of working in the MENA region, preferably in Libya · Fluency in Arabic and English, both written and spoken. |
