WORK CONTEXT

 

CESVI has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays CESVI is one of best positioned NGOs in Libya, active in the coordination of various sector working groups – in particular protection – with a diverse donors’ portfolio, serving all vulnerable target populations.

 

In detail, CESVI has been implementing programs supporting migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, mental health and psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

 

Current projects:

-UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli)

-ECW: Education Cannot wait consortium providing education for children in Libya (Tripoli)

-EU-DG NEAR CSO: Strengthen the capacity of CSOs and informal groups in the South and East of Libya (East and South)

-EU-NDICI: Youth centred dialogue for promoting peace and justice in Libya (national)

-AICS: Al Saha, Improving health services and psychosocial support for children in Libya (Sebha and Kufra)

-WHH: Storm Daniel Flood Response, North-Easter Libya (Derna)

-ECW: Libya Storm Daniel Response (Derna)

-UNICEF: EmpowerED: Enriching Children’s Live Through Education in Tripoli (Tripoli)

 

CESVI recently expanded its presence in the south to migration affected locations, with particular focus on Kufra.

In Kufra, CESVI implements protection and health activities:

1) MHPPS

2) child protection activities

3) Sub-granting and capacity building to CSOs

CESVI aims to expand its intervention to address the influx of Sudanese migrants in Kufra resulting from the ongoing conflict in Sudan.

JOB DESCRIPTION

 

The collaboration will start in August 2024.

The main duty station will be the Country Office in Tunis, with regular missions (50%) to Libya (including Kufra), visa allowing.

 

The Emergency Coordinator will report to the Head of Programme. S/he will overseas and be accountable for all activities linked to the Kufra response and S/he will be budget holder of the projects. S/he will be the line managing relevant staff.

 

The Emergency Coordinator is in charge of:

 

Operation set up:

· Operations set up in coordination with national teams on the ground, Head of Programme and SMT

· Coordination with stakeholders operative in the provision of humanitarian aid in the affected area

· Daily coordination and reporting to the Head of Programmes and Head of Mission

· Provides updates and pictures, in coordination with Communication and Fundraising Unit in HQ be in charge of coordinating the writing process of a project including needs assessments, budget and field visits

· Establish contacts and dialogue with local NGOs/CSOs working in the affected area, exploring possibilities of collaboration, including due diligence

 

Project implementation and operations:

· Definition and implementation of project activities, ensuring that project activities are implemented on time and according to the approved project document

· Monitoring of project activities and identification of necessary amendment.

· Coordination with other PMs for projects implemented in the same area to avoid duplication and overlapping and promote synergy of intervention

· Ensuring the correct filing of project documentation

· Financial management, procurement procedures and purchases related to the assigned projects, in collaboration with the local administrator and under the supervision of the HQ accountants for the correct allocation of costs.

· Management of project donors’ relations, in coordination with the HoM and HoP

· Drafting of reports and submission of documentation to the donor (through the HQ when necessary) ensuring the achievement of the expected results foreseen in the project document for the related period

· Management of the relation with project’s stakeholders in collaboration with the Liaison and involving the SMT when strategic for CESVI work in the country

· Contribute to the definition of the internal procedures manual

· Efficient management of the office, goods and means

· Coordination with HQ and SMT for visibility activities related to the assigned projects

 

Human Resources management

· Coordination of CESVI staff assigning specific tasks and objectives to ensure the achievement of the goal of the project(s)

· Local staff selection and training according to the project’s activities and in compliance with applicable procedures and safe recruitment procedure

· Direct coordination of project’s staff in agreement with the HoP recommendations, ensuring alignment with administrative and security matters

 

Kufra Response Focal point

· Participation in sectorial clusters and working groups

· Support in analysis and needs assessments for new projects including project design

 

Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA

· Ensuring compliance with CESVI Safeguarding Policies and full implementation of Safeguarding measures within his/her area of responsibility throughout the projects activities

· Local mapping on legal, social welfare and safeguarding/child protection arrangements and local pathways for referral in collaboration with the Senior Protection Specialist

· Preliminary assessment of potential safeguarding risks and periodical review in collaboration with the Senior Protection Specialist

· Development of project complaints and feedback mechanisms (PCFM) in accordance with CESVI PCFM Guidelines and in collaboration with the Senior Protection Specialist

· Organization of adequate capacity building, training, mentoring and advice to project staff, partners, volunteers and other associates in collaboration with the Senior Protection Specialist

· Local staff performance appraisal with relation to ethical and relevant standard

 

ESSENTIAL REQUIREMENTS

 

  • Bachelor’s degree in a relevant field; Postgraduate degree preferred
  • 5+ years of program management experience
  • Experience in operations start-up and emergency programing
  • Prior work in Libya or security-sensitive environments
  • Willingness to work in remote, changing security conditions
  • Proficient in project cycle management
  • Skilled in report writing and proposal contributions
  • Experienced in community engagement and program design
  • Proficient in remote management and training
  • Strong problem-solving, communication, and diplomatic skills
  • Self-motivated, detail-oriented, and adaptable
  • Networking and partnership-building capabilities
  • Ability to handle pressure and promote collaboration
  • High IT proficiency (Office package)
  • Fluency in English (written and spoken)

 

DESIRABLE REQUIREMENTS

  • Collaboration with CSOs and local NGOs
  • Arabic language skills.

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
