Org. Setting and Reporting

This position is located within the Electoral Affairs Service (EAS) of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of EAS.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated authority, the Electoral Officer (External Relations Advisor) will be responsible for the following duties:
• Supports the national electoral counterparts during the planning, implementation and evaluation of electoral programs, processes and strategies in the following areas, as required: external relations, public information, outreach and media relations, civic and voter education, support to media, political parties and civil society, gender mainstreaming, capacity-building, as well as project support;
• Provide support, technical assistance and advice in the above areas as required;
• Provides technical support to the national electoral counterparts to ensure inclusive, non-discriminatory and gender-balanced editorial, visual and verbal communication.
• Supports the drafting of news releases, talking points, official statements, op-eds, report and other communication tools or content, as necessary.
• Supports the national electoral counterparts with the development and improvement of their website, social media tools and overall brand coherence.
• Contribute, and often supervise the contribution, to capacity-building of national counterparts and strengthening of national institutions;
• Support the provision of project and programme management and support, including budget management and monitoring, and reporting of results to national counterparts, donors and UN bodies;
• Coordinates donor liaison activities/processes;
• Monitor the impact of domestic and international norms and processes on female participation and provide advice to the Electoral Management Bodies on appropriate corrective measures;
• Supervise and manage the performance of national and international staff assigned to the
• area of responsibility;
• Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process;
• Plan, integrate, coordinate and collaborate the work of all relevant partners to compile and provide regular briefings and reports in the assigned area of responsibility;
• Perform other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) of progressively responsible experience in elections and related areas in at least 3 countries is required.

At least three years of experience in supervising, implementing, supporting or advising on electoral processes is required.

Experience in developing countries is required.

Experience in managing projects is desirable.

Electoral experience in or in support of field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in bilateral or multilateral negotiations is desirable.

Experience in post-conflict situations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
