Position:                          Education Project Technical Assistant – Misrata

Reports to:                       Education Project Team Leader

Supervision of:                Incentive based volunteers (IBVs)

Duty station:                    Misrata

Travel:                               100% daily travel to project field locations (Misrata and Tawergha)

Duration and type of contract:  renewable (based on performance and funding)

1. Role and responsibilities

The purpose of the Education Project Technical Assistant is to assist in the day-to-day implementation of education and youth activities for both Libyan and non-Libyan children and adolescents (formal and non-formal education) under supervision of the Education team leader in Misrata and Tawergha. Activities include but not limited to; NRC Better Learning Programme (BLP), teacher professional development, non-formal education classes, life skills, outreach activities, youth vocational trainings.

The following is a brief description of the role.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Professional Development Plan.

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Strict adherence to the NRC Code of Conduct and Child Safeguarding Policy
  • Assist with the implementation of the education project according to the plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for technical improvement.
  • Make decisions on the ground with limited or remote supervision.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Responsible for implementing the planned education activities at field level following programme work-plans under the supervision of the Education Team Leader.
  • Monitor, supervise, and provide directions to incentive-based teachers and volunteers in line with project work-plans and objectives including weekly task/lesson plans.
  • Develop and regularly update classes/training schedules (remedial classes, life skills, basic literacy, and numeracy classes, youth activities. etc.), PSS activities and outreach plans for assigned activities.
  • Regular travel to field to ensure ongoing monitoring, data collection (attendance, pre-post assessments, registration, enrollment), support, and reporting of activities at field level.
  • Support the delivery of teacher training, community engagement initiatives, outreach activities in coordination with Education Team Leader.
  • Ensure direct communication and feedback with beneficiaries and relevant host communities including internal and external referrals, dissemination of NRC CFM as well as report beneficiaries’ feedback.
  • Facilitate life skills and parents’ engagements activities.
  • Ensure collection of all needed documents from incentive-based volunteers’ payment to facilitate their monthly incentive payment.
  • Conducting needs assessments.
  • Support and implement distributions of teaching and learning materials.
  • Supervision of incentive-based volunteers including attendance, work deliverables, and cash-for-work documentation.
  • Any other task relevant to the position as requested by line manager.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Direct: Education Team Leader (TL), Information Management (IM) Officer, Incentive-based teachers, and volunteers
  • Indirect: Education Project Coordinator
  • Other Education and Shelter/WASH/ICLA/Cash staff supporting integrated approach.
  • The support staff (security, logistics and HR) as delegated by line manager.

Scale and scope of position

Staff: None; supervision of future incentive-based staff
Stakeholders: Camp management authorities, other NGOs, community groups,
Budgets: No budgetary responsibilities
Information: Responsible for weekly site visit reports and indicator tracking, Complaint and Feedback Mechanism (CFM)
Legal or compliance: Responsible for reporting any code of conduct violation or child protection concern to line manager immediately

2. Competencies

Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

 1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • Experience working in a humanitarian/recovery context.
  • Previous experience working in complex and volatile contexts; ability to remain calm and professional in tense situations.
  • Documented results related to previous responsibilities.
  • Solid computer skills, including Microsoft Word, Outlook, and Excel
  • Proven ability to multi-task and meet deadlines.
  • Ability to work diligently both independently and in a team setting.

Context related skills, knowledge, and experience:

  • Experience working with children in non-formal education activities and/or teaching.
  • Understanding education context in Libya; understanding of the circumstances, needs and challenges IDP/returnee and non-Libyans children face and the sensitivity of the context.
  • Strong organizational skills and communication skills, good computer skills in Microsoft office (MS Excel, Word, and outlook).
  • Understanding of Sphere and INEE minimum standards is a plus.
  • Candidates with a university bachelor’s degree.
  • Written and spoken fluency in Arabic; proficiency in English.

We are looking for a candidate with a minimum of 1 year of experience working in education or child protection and project implementation.
